Case Studies Of Deliberative On Democracy Institutionalized Of Yibin City

The practice of deliberative democracy is the initiative in our country. Its history can be traced back to the Anti-Japanese War the communist party of China(the "three-thirds system" regime in the 1830 s. The most famous practice is the Chinese communist party and the democratic parties, people from all walks of life establish the People’s Republic of China through negotiation in the Chinese people’s political consultative conference in September 1949. After the founding, political consultation plays a very important role in our country’s political, social life. However, it has been not very valued, and the study of deliberative democracy theory is less, especially for the random in the process of negotiation. Thus, it is difficult to play a more important role in social life.The research to deliberative democracy was introduced into China from the west since the 1980 s after that, it has become hot topic of politics and public management research in recent years. Compared to traditional democratic theory, deliberative democracy has more advantages in diversity, adaptation, interactivity and good governance, which becomes an important part of the construction of socialist political civilization. Deliberative democracy has a unique advantage in nonviolent mandatory, no deceiving people, coordinating the interests of all parties, absorbing and drawing lessons from the advantage. It can maximize the interests of the people, promote social fairness and justice, and effectively solve the predicament of the multicultural in the contemporary society.A present, our country has entered to the deep reform period. There are changes in social structure, economic system, interest structure, and people’s ideas. It is the product of deliberative democracy theory in the field of application that pushes forward the construction of the institutionalization of deliberative democracy, reforms in the traditional way of negotiation, pushes forward the stylized deliberative democracy, which can promote the harmonization of political parties and social, promote the construction of socialist political civilization.The paper is divided into four parts:The first part is the introduction, which discuss the basis of selected topic and the research significance, the research status at home and abroad, the theoretical basis of the studies, research thinking and methods. Through review of the analysis of the selected topic background and research significance and the important related research in the domestic and foreign, the paper clears the research methods, the thinking and main content, further expounds related concepts of deliberative democracy and the development significance of deliberative democracy institutionalization.The second part analyzes the development of the deliberative democracy and deliberative democracy institutionalized cases in Yibin City. It reviews the negotiation regime and founding in Anti-Japanese War, the development of the deliberative democracy and deliberative democracy after the founding and development in the new period. And it lists different deliberative democracy development in Shanghai, Guangdong, Wen ling in Zhejiang province and other places, analyzes the weak link in promoting in the development of deliberative democracy institutionalization. It has analyzed the development process, advantages and typicality in promoting the deliberative democracy institutionalization in Yibin City.The third part- chapter 3, 4, 5, is the core part of this paper. It analyses the sense of deliberative democracy, procedure institutionalization and feedback utilization of deliberative democracy achievement in Yibin City. Through the analysis the development and the problems of three aspects in Yibin, it puts forward the corresponding suggestions and solutions.The fourth part is the conclusion of the paper. It concludes that development of deliberative democracy institutionalization complies with the historical trend, meets the interests of the nation and people. We shall pay more attention for propaganda and let people make full use of the consultation platform, promote the development of institutionalization, perfecting the consultation platform. At the same time, it needs to strengthen the consultation result feedback and utilization.
