Study On The Construction Of Institutionalization Of Socialist Deliberative Democracy

Since the Eighteenth National Party Congress,socialist deliberative democracy is regarded as a kind of important form of democracy that has risen to the system of national level.Since then,the institutionalization of socialist deliberative democracy has also attracted the attention of domestic scholars.February 2015,the CPC Central Committee issued "Suggestion on the strengthening of socialist deliberative democracy construction".This document is a programmatic document of socialist deliberative democracy,this documents clearly defined the "6 + 1" system of socialist deliberative democracy,and is the first time detailed interpreted in CPC Central Committee document.We must start from the document of "Suggestion on the strengthening of socialist deliberative democracy construction" for the further study of the institutionalization of socialist deliberative democracy,focus on the institutional construction of the socialist deliberative democracy.This paper mainly explores construction of the institutionalization of socialist deliberative democracy process from the following four aspects.The first part is an overview of the institutionalization of socialist deliberative democracy.This part of the content is start from the basic concept of deliberative democracy and deliberative democracy socialism,socialist deliberative democracy theory is analyzed from Marxist theory on democracy and deliberative democracy theories in the West for reference and development.However,we also define the differences between socialist deliberative democracy and deliberative democracy in this part.The second part discusses the necessity of the institutionalization of socialist deliberative democracy.Deliberative democracy in China experienced the historical period of "growing out of nothing",and of New Democracy to socialism,the development from ideology to institution.In the construction of socialist democracyand the party’s mass line requirements,the socialist deliberative democracy will inevitably move towards the way of institutionalization.The third part is the present situation and restricting factors of the institutionalization of socialist deliberative democracy,and is the central part of this essay."Suggestion on the strengthening of socialist deliberative democracy construction" clearly defined seven channels of socialist deliberative democracy,the institutionalization of socialist deliberative democracy has formed a longitudinal multilayer layout,divided into two aspects of country and society.This essay introduces the institutionalization of deliberative democracy in the development of the national level and in the social development level.The degree of institutionalization of seven channels is not the same,some channels experienced the history of the long-term practice has formed a mature institutionalization,some channels is still in the preliminary stage.According to the overall situation of development in the institutionalization of socialist deliberative democracy,summarizes the restricting factors of socialist deliberative democracy institutionalized.The fourth part is to promote the significance and path of socialist deliberative democracy institutionalized.Since the Eighteenth National Party Congress,the Central Committee of the CPC Central Committee must put the institution construction in a more prominent position.The institutionalization of the socialist deliberative democracy is the embodiment of the important theoretical achievements of the Eighteenth National Party Congress major theories,which is of great practical significance.Socialist deliberative democracy is the specific requirement of Four Comprehensive,and is the important content to break the western discourse hegemony and socialist deliberative democracy to master the Chinese discourse power.The following several ways is needed to promote the institutionalization of socialist deliberative democracy: with the theory of Marxism as the guiding ideology;play the role of the Chinese people’s Political Consultative Conference(CPPCC)and in the United Front;construct a reasonable program,part of a complete system of deliberative democracy.The full text of combined with the latest theoretical results of the Eighteenth National Party Congress,with the "Suggestion on the strengthening of socialist deliberative democracy construction" of the new programmatic document as the core,a comprehensive interpretation of the core content of the document.At the same time,in the combination of the latest theoretical results,pay attention to the previous theoretical and practical results of research and analysis.The Marxist democratic system,the Communist Party of China of deliberative democracy practice in history,the Chinese people’s Political Consultative Conference(CPPCC)and the United Front function were described,from two aspects of theory and practice of deliberative democracy of the socialism to the overall development of do in detail.
