The Research On The Mechanism Of The Local Government To Avoid “Nimby” Conflics

The NIMBY(Not In My Backyard) syndrome describes the organized resistance of communities to the sitting of controversial land use and facilities. It became sucha common facet of community life. Some infrastructures such as energy plants, waste disposal facilities meet the needs of social development while bringing negative effects. Maybe we can say it’s a grievance of local land use, thus brings about resistant behaviour. In modern democratic societies, NIMBY phenomenon is common, and it has a increasing trend. Studies of this will enable government to analyze the reasons of conflicts and stimulating factors, then in the perspective of public policy, we can find approaches and practical methods to solve the problem. This paper develops a conceptual framework for understanding the NIMBY phenomenonon the basis of the review of previous studies. It defines the concept of NIMBY, distinguishes the syndrome’s characteristics and types, sums up the causes, such as people’s value of the natural environment and land, these cause social psychological concerns. The phenomenon has a closely link with regional economic development, local residents’ level of education and awareness of regional democracy. The paper has a in-depth analysis of challenges which NIMBY brings to modern public policy, including reflections on the value of policy, human right about environment, policy paradigm shifting, overcoming the negative externalities of policy. The paper analyzes the real reasons of failure to set up such plants. Finally, we find the policies which suit China, such as policy specification, constructing environmental impact assessment mechanism and citizen participation mechanism, improving compensation for environmental damage, in order to avoid NIMBY conflicts.This paper is making a further reason analysis, proposing the establishment of local government’s response environmental group events prevention mechanism, controlling mechanism and coping with the aftermath of disaster mechanism as a solution.
