Since this century, the telecom fraud has explosive emerged and quickly spread around the world as a new way to seriously damage the people’s proper security and social public security. It will be of great significance to do such research on this kind of crime and be of great benefits for containing the increasingly crime, improving the social credibility and promoting the social harmony. Combined with his experience, the writer has proceeded comprehensive system analysis and further put forward crime prevention measures on the basis of referring to a large quantity of relative materials. Started from the basic problem, this article expounds elaborately the conception, the origin, the development status, the crime trend and the social harmfulness of telecom fraud. It summarizes the main types, characters, and troubles in work of telecom fraud via the analysis to the reality case situation and even unveils the usual modus operandi (M.O.) of the criminal gangs. It will be useful for people to recognize and be on alert to this pattern of crime M.O.On this basement, this article puts forward the measures of strike and prevent against this kind of crime from the below aspects:strengthen the investigation ability, choose investigation sally pot correctly, enhance district police cooperation, deepen corporation with financial systems such as banks, strike related crimes and introduce cohesive mechanism into arrest and suit. Meantime, it lists comprehensive countermeasures from four areas such as law instruction, technical instruction, and codes of practice and propaganda education. This article generally contained three levels which including situation analysis, problem summarization and measure presentation. Besides, it injects fresh conceptions to the analysis and countermeasures of the crime.
