As a unique type of social organization,Institutions play an important role in Chinese social life and development.With the development of economic and social China,and of Chinese' rising living standards,People's spiritual and cultural needs trends to be more plentiful.Cultural institutions,converging a great deal of China's cultural talents,play as the main possy of providing public cultural services to people and enhancing National cultural soft power.So they are getting more and more attention and concern.Cultural institutions' post setting management is of great importance and significance transform employment mechanism,to arouse the enthusiasm,initiative,creativity of various cultural talents and to promote the development of cultural undertakings and cultural industries.This paper takes the cultural institutions at all levels in Shandong Province as an example,analyses the current situation and problems of cultural institutions' post setting management.Through the analysis of the post setting management of Shandong Province,Rizhao City and its municipal district,and comparison with post setting of other types of institutions,this paper identifies the problems and analyses the causes.By relevant theories such as job analysis theory,post setting theory and so on,this paper puts forward reasonable suggestions and feasible countermeasures to improve the post setting of cultural institutions,at the same time,summing up the preparation and matters needing special attention of post setting.In this paper,by setting the course and current situation of cultural institutions in Shandong Province Post combing,summed up the main series of professional and technical posts are set at the Shandong Province cultural institutions post setting structure low bias levels and different categories of cultural institutions post setting management positions and lack of flexibility,professional and technical posts is not equivalence,and auxiliary series often the lack of job level settings and other issues,and analyzes the cause of these problems on the reform of cultural institutions and functions of existing personnel structure clear understanding on the classification of cultural institutions category analysis of shortage,management positions strictly according to specifications of the unit(administrative level)and other reasons,and on this basis,at the same time,learning advanced experience from provinces and cities such as Zhejiang and Shenzhen,proposed to optimize the professional post setting,implementation of the proportion of the basis of scientific classification Classification of the management of the establishment of career positions,combined with public institutions to set up administrative management positions and professional and technical positions,improve the relevant supporting and security measures,such as improvement measures.
