At 2005 Hu JinTao chairman for the first time put forwards “system-of-systems conduct operations base on the information systems”, after that repeatedly emphasizes that our army equipment building should develop with a system or system-of-systems form, and takes shape with a“system-of-systems conduct operations base on the information systems”. this indicates that in our national defense equipment strategy development, system-of-systems conduct operations is in a significant research direction. Assessment to the Equipment Technology Meta-systems Maturity Levels(TMSML) is for degree equipment systems technology maturity levels in development building which inclusion each compose elements, each compose component and each system, describing the equipment technology Meta-systems developing levels, conducting the equipment project programming and Meta-systems development according to this, decreasing the equipment Meta-systems development cost, curtailing the development schedule and reducing equipment deliver risk as far as possible. But at present, the equipment maturity research is just limited to a single technology maturity, is rarely researching in a system maturity, further researching in the Equipment Technology Meta-systems Maturity, basically there is less than study literature. This thesis is mainly researching in Equipment Technology Meta-systems Maturity assessment, the major research content and innovation is as follow:First, building a Equipment Technology Meta-systems Maturity assessment research framework. In allusion to the complexity and systemative of the equipment technology Meta-systems research, this thesis providing a Equipment Technology Meta-systems Maturity assessment research framework based on a single technology maturity research which comprehensive consider technology status、integration status、system status、manufacturer status、design status and program status.The second is establishing the Equipment Technology Meta-systems Maturity assessment model. Based on the technology Meta-systems growing up model and reference various maturity evaluation criterion、rank partition and the feature description, providing a Equipment Technology Meta-systems Maturity Model building thinking and model description, explaining every rank feature of the Equipment Technology Meta-systems Maturity Model.Third, providing a evaluation method of the Equipment Technology Meta-systems Maturity, which is based on the unascertained-analytic network process. This evaluation method is based on each bottom technology maturity, utilizing the unascertained information theory which combining the expert evaluations with the object planning to obtain each technology index dimensionality unascertained measure, and then synthetical considering the maturity status of the technology、component、system, and technology integrated to system、system integrated Meta-systems, making use of the analytic network process obtaining index weight which conduct in a comprehensive synthetical measure and evaluation, after all obtaining the Equipment Technology Meta-systems Maturity levels.
