Current social development, China has entered a new era, facing new opportunities, but also inevitably faces many new challenges, including as a result of increasingly acute social conflicts caused more frequent group events, the impact of our society has become stability of the most prominent problems. Although the causes, and the intensity of the current population of the events are very different, but most of the initial mass incidents occurred mostly at the grassroots level, local governments in the first line of mass incidents disposal, facing extremely serious challenges and tests, revealed significant weaknesses and shortcomings in the ability to deal with mass incidents. Therefore, local governments should be to achieve a comprehensive way, the goal of tackling the problem, in many ways to further strengthen capacity building to deal with group events, this is not just to maintain the current urgent need for social harmony and stability, but also effectively improve the government’s ability to govern a major grassroots country task.This paper focuses on the grassroots level of government to deal with the working mechanism of group events this theme of social conflict theory as a guide, take the theoretical analysis and empirical research model, two paths from the grass-roots government should study the working mechanism of group events: First, typical case analysis, by analyzing the characteristics of the current group events, causes and effects of group events explore local governments working mechanism in preventing and resolving social conflicts on inadequate; the second is the use of research papers and interviews, in-depth analysis of the current local governments to deal with the working mechanism of group events system defects and dysfunction. To solve these problems, the researchers propose suggestions from three aspects:(1) to "case, three systems" construction as the core, the concept of changing the government grassroots Handling Group emergencies, improve the grass-roots government emergency management capacity;(2) to enhance community ability to accommodate social conflicts, strengthen residential neighborhood and the owners, the district government and community committees of communication and contact;(3) to strengthen local governments internet community and communication construction risk early warning mechanism, improve basic government network monitoring public opinion, public opinion early warning mechanisms, play the grass-roots government portal website to promote the role of information disclosure.On the basis of analysis of the causes of group events and changes in our current law, the analysis and improvement of grass-roots government to deal with the working mechanism of group events under the new situation, to make up for the current research on the towns and villages of the county emergency management end management areas lacking real concern, and further enrich the public safety management theory; research for the weak and inadequate in dealing with local governments in the exposed group events, from the disposition of the mechanism, the expression of interest channels, network risk prevention mechanisms, and supervision and management mechanism proposed policy recommendations for enhancing mass grassroots government emergency management capabilities, an important guiding significance.
