A Study On Emergency Management Of The Community Public Crisis Of Local Government Under The Background Of Urbanization

For the sake of exploring the local government’s emergency management of community public crisis under the background of urbanization, the present author selects Y residential district which is established in the process of urbanization of city A as the object of a case study, analyzing how the local government of city A to carry out emergency management upon community public crisis. By means of a field research on the Y residential district in city A, 55 typical community public crisis cases were collected. Those cases revealed that community public crisis is given priority to with mass incidents under the background of urbanization. Based on the “4 R model” and combined with crisis samples, interviews as well as questionnaires, the present author concludes the main characteristics presented in each stage like shrinkage, preparation, reaction, and recovery etc. under the background of urbanization as well as the status quo of the corresponding emergency management of the local management. The main problems and factors existed in different stages of emergency management are also analyzed. It is revealed that the local government’s inefficient, invalid and disconnected management in each stage which to some extend gives rise to community public crisis. Not only is it unable to restrain the harm brought in the development process of crisis, but also further aggravates the seriousness of the situation. The root cause of those problems and phenomena is the absence of top-level design of the local government’s emergency management process.Therefore, the local government should perfect the top-level design of the process of community public crisis emergency management, improve the capacity of emergency management in each stage, and guarantee the continuity of emergency management in different stages of the whole in accordance with the actual situation. Only in that way, can community public crisis be effectively prevented, and the harmful effect of crisis events inhibited to the greatest extent. At last, a top-level design idea of emergency management that combines dynamic, automation and systematization together should be offered. Among which, systematization should be the key point that aims at the main limitations in the process of emergency management. The construction of the “4R” system model of governmental emergency management under the background of urbanization and the “4R” model of polycentric collaborative governance of community public crisis have a certain reference value to the current local government’s emergency management of community crisis under the background of urbanization.
