Research On Inner Mongolia Local Governments Public Crisis Emergency Management

Under the background of the increase of social instability factors in domestic ethnic regions,the frequent outbreak of sudden public crisis brings increasing harm to social stability and hinders the sustainable development of ethnic regions.The establishment of a stable,mature and consistent emergency management mechanism with the specific situation of ethnic regions is conducive to the rapid and efficient handling of emergencies under the new political situation.Taking Inner Mongolia as an example,this paper analyzes its current situation in the field of public crisis emergency management,sorts out the achievements made,explores the existing problems,and draws on the mature experience of foreign countries to put forward beneficial countermeasures for public crisis emergency management.The article takes "Complex systems theory","Public governance theory" as the theoretical basis,with XiMeng " 2.23 " silver mining underground major transportation accidents and the Wulanchabu " 4.24 " Yidong chemical explosion accident as the breakthrough point,by means of literature analysis,induction and deduction,it is concluded that there are problems in the construction of public crisis emergency management in Inner Mongolia in the aspects of emergency management law,crisis warning and prevention,information communication and communication,and emergency organization construction.Analysis of the reasons behind these problems,think: the lack of a strong legal system to ensure that;Insufficient efforts in prevention and early warning;Imperfect information communication mechanism;Lack of professional talent team construction and other factors.Based on the mature experience of the United States and Germany,this paper proposes four aspects to improve the level of regional governments response to public emergencies: establishing a mature legal system;Improve the early warning mechanism,optimize the prevention system;Build an efficient information communication mechanism;Strengthen the professional personnel team,improve the overall professionalism.
