Influence And Countermeasure Research About Network Public Opinion On Petition Work

“The letters and visits events” are always the hot news for the news media. In the internet age, their focus status is more prominent. All kinds of new medias in which the internet and smartphone terminal are their representatives changed the transmission mode in the traditional media, which brought impact and challenge for the work regarding letters and visits. How to change the impact and challenge into the alteration and improvement? When solving the petition letter problems give well respond to the public opinion; when guiding the public opinion in the right way also guide our work by the public opinion and create a harmonious and interactive new situation both on line and off line has been the problems which need solving urgently for government staff such as the specialists, scholars, party and government leaders. Just under such background, the paper studied and analyzed the effect to petition work which was caused by the supervision of network public opinion.The study of relevant issues and system concerning letters and visits is an old topic. But, from the perspective of the network supervision of public opinion, there is few studies on the petition work, especially the studies of the reform of letters and visits system of the new age in recent years. Therefore, this topic has both the realistic significance and the innovation. This article mainly adopts some research methods such as the combination of system structure and functional analysis, the combination of text analysis and case analysis, the combination of qualitative and quantitative. It tries to answer and solve the following problems from multi-disciplinary perspectives, such as the public management, the political communication, and so on: What is the characteristic, function and meaning of the letter and visit work in the new age? What is the relation between the network public opinion and the petition work? How will the network supervision of public affect the petition work? Faced with the network public opinion, the petition work presents some problems, which actually reflects the governance troubles in the whole government work.Therefore, the response to the network of public opinion can not depend on a single path and the individual government department. It is systematic, so it needs the coordination and cooperation in all aspects from the bottom up, theory to practice, in-system to out-system. The development trend and goal of the relationship between the network supervision of public opinion and the petition work is harmonious interaction, sharing, win-win.The paper made the study by such ways-raising questions, analyzing problems and solving problems. There are seven chapters in the paper: the introduction, the summary to network consensus and supervision and petition work theory, the channel and ways from network consensus and supervision which affect the petition letter work, the problems and features of the petition letter work which were caused by the network consensus and supervision, case analysis, the countermeasures to the effect of petition work which was caused by network consensus and supervision and the conclusion. Firstly, the paper made simple explanation to the main concepts and features, confirmed the main channels and ways which affect the petition work from network public opinion to make profound understanding to the article subject; secondly, it analyzed the positive and negative influences to the petition work which were from network consensus and supervision, made the analysis by using the cases; finally, it put forward the suggestion for how to enhanced the positive effects to petition work from network consensus and supervision, and how to prevent and solve the negative effects.
