The Coordination Between The Supranational Power And The Energy Sovereignty In The Energy Emergency Cooperation System Of The EU

Nowadays, energy problem has become a hot international issue, which has attracted many attentions of the world. The European Union(EU), as a supranational body of the world’s major energy import entity, who depends highly on foreign energy, is faced with two serious problems : high dependence on energy import and the conflict between supranational power and the energy sovereignty. Both domestic trouble and foreign invasion make the EU pay more attention to the development of energy law policies. After 60 years of exploration, the EU has formed a set of perfect energy emergency cooperation system, which successfully coordinated the conflicts between the commonnesss of the supranational power and the individuality of the EU member states. This successful experience is of great reference value for China whose energy cooperation system is imperfect and at the present time who is facing many serious energy problems.This thesis starts from the coordination between the supranational power and the energy sovereignty, and then studies the energy emergency cooperation system of the EU. First, the research is conducted on the existing obstacles between the supranational power and the energy sovereignty in the energy emergency cooperation system. Then, a theoretical discussion is carried on the feasibility of the cooperation between the supranational power and the energy sovereignty and how to put it into legal practice. Finally, this thesis discusses the improvement of the energy emergency cooperation system in China who should learn from the EU’s experience in the field of energy development, analyses the principle of China’s energy emergency cooperation system, and puts forward suggestions on how to make energy cooperation among China, the EU and the other Energy International Organizations.
