After suffering several heavy oil crises,in order to cope with the situation of oil supply interruption and serious threat to energy supply security,the European Union issued the "Require Member States to maintain minimum oil reserves" directive.As an important part of this directive,the petroleum emergency procedure is based on the principles of international cooperation,auxiliary principles,and energy security,and the basic content of the main body of action,starting conditions and emergency measures.It respects the sovereign rights and benefits of member states and grants Free space for some member states.The degree of EU oil emergency response not only reflects the current EU legislative trend in the oil field,but also reflects the EU’s strategic plan for maintaining energy security through international cooperation.However,it also has shortcomings such as lack of a unified and effective energy regulatory agency,and aggravated the administrative burden of the main body.The difference in the implementation level of member states is also the main obstacle to the implementation of the current procedure.China has also carried out related oil reserves and emergency work,but China still has problems such as confusion of competent authorities,unreliable operating procedures and emergency measures,and lack of laws and regulations,which seriously threaten China’s oil security and economic and social security.With reference to the experience of the European Union’s petroleum emergency procedures and learning from its lessons,China can establish a clear management authority,improve emergency measures,and establish laws related to the petroleum emergency system while observing the principles of petroleum safety,international cooperation,and timely.system.At the same time,we will strengthen international cooperation in oil emergency response,strengthen liaison with the International Energy Organization,and increase the level of energy emergency cooperation with neighboring countries in China.
