Government performance evaluation is a heated topic in the science of public administration, and is an important means or tool of improving performance by governments. Since the “new public management”, governments all over the world tend to emphasize customer-oriented in administration. Satisfaction of the public, customers of the government, is the ultimate goal of government management. Therefore, it not only reflects the concept “power for the people” to integrate public satisfaction into government performance evaluation, but also is a vital way to properly evaluate and improve government performance.The purpose of this paper is to explore the indicator system construction and application of public satisfaction with local government performance evaluation, and by an empirical study, raise countermeasures of improving public satisfaction thereby improving the government performance. In accordance with the logic “what and why to study'how to study'study results'reason analyses'analytic conclusions”, the main body of this paper include five parts. Part I, emphasize on the significance of this study and the rationality of integrating public satisfaction into government performance evaluation by literature methodology. Part II, based on the performance evaluation model of local governments in Guangdong by SC UT, structure the model of evaluating public satisfaction with the performance of local governments, taking Huizhou government for example; e xpound how to use the model in an empirical research. Part III, after processing the evaluation results by using software such as SPSS, analyze the results and its characteristics generally and by years, indicators, and areas. Part IV, make an interaction analysis between the evaluation results and its influencing external and internal factors. Part V, according to the findings of research on public satisfaction with Huizhou municipal government performance, reveal the underlying reasons for affecting public satisfaction with the performance of local governments and suggest some countermeasures of improving public satisfaction thereby improving the government performance. Through the analysis of the empirical results, this paper puts forward a mentality "make the 13 evaluation indicators as the breakthrough point and focus on resolving the problems whose satisfaction scores are low". Based on this mentality, raise 8 countermeasures such as setting up a scientific performance evaluation system, improving government service attitude and efficiency, speeding up the improvement of people’s livelihood, paying attention to environmental protection while developing the economy, improving the level of law-based administration, making government affairs more public, enhancing the integrity of civil servants and strengthening market supervision effectiveness, etc.
