Analysis Of The Value Of Guangdong Public Service Legislation

The transformation of government functions and citizens’ increasing need of public service make the public service legislation become the key areas in local law construction. Public service legislation can ease the contradiction between demand and supply of public services, it can also help realize the right to survival and development of civil and ensure society stability. As social public service related to the disposition of the public interest and the realization of the fundamental rights of citizens, it’s reasonable to make equity, efficiency, and protection of human rights, survival and development of the goal value, democratic procedures, programs rational, efficient program as supplement. In recent years, Guangdong Province makes beneficial attempt to public service legislation, however, the current legislation is still inadequate. Starting from the perspective of value analysis, explore the social legislation of the intrinsic value of public service orientation, combined generation, development and evolution of social and public service legislation, to explore the rationality, science, democracy of Guangdong public service legislation that has in existence, to find deficiencies exist in Guangdong public service legislation, to build Guangdong public service system of legal norms provide legislative proposals.In this paper, I take the method of value analysis to study legislation on public service in Guangdong Province.
