In the current implementation of government performance management, the disease prevention and control organization is the government department offering the public health service, while the implementation of performance management is the emphasis of the disease control organization. In this paper, it is discovered that performance evaluation is the key link in performance management by starting from the performance and performance management theory. Meanwhile, the full application of performance evaluation result can improve the level of performance management.In this paper, the inappropriate management environment in the implementation of performance management is discovered in the disease prevention and control management of Kenli County with the literature study, social investigation and interview method by illustrating relate theories, such as the performance, performance management, performance evaluation, and performance inspection, etc. and the root of the management problems is found out through the analysis of management environment. It is mainly rooted in the binding of traditional concept, aging population, inappropriate professional knowledge structure, etc. which results in low management level; insufficient attention to the disease prevention and control, which makes the disease prevention and control in semi-supervision-free state; unclear self-positioning in management, which makes management a mere formality; lack of effective communication and incentive mechanism, which makes it difficult to carry out the performance management.Aiming at the problems in management, it proposes four measures for strengthening the performance management of disease prevention and control agency in Kenli County. It is mainly of performance evaluation value orientation, and confirms the status of performance evaluation in the performance management; it improves the disease control performance through the fighting for fund input and strengthening the organization and supervision; it strengthens the organizational operation and management system and establishes the talent performance management system for enhancing the performance management. Besides, it makes full use of the evaluation result, and establishes the performance evaluation feedback and incentive mechanism of the expectation theoretical guidance, so as to promote the performance management to a new level.
