With the rapid development of economy, the urbanization construction was carried on important agenda. The construction of urban and economic level promote with each other, their developments are harmonious and cause-and-effect each other. When a country’s economic development reach a certain level, especially with the increase of industrial property, peasant economy will required to change gradually, which demands the development of agricultural industrialization, increases scale of economies and the utilization of land, agricultural development to large-scale farm-based business model, more workers from the countryside are freed and converge to the tertiary industry, providing labor resources for the development of tertiary industry, thus promoting the whole development of the social economy.The process of urbanization is closely related with the vital interests of peasants, although the country’s decision-making is benefit for country and people, but peasants play as one of the main roles during the process is bound to be involved, because peasants’ vital interests are related to the urbanization, eg. their ability to fully express their wishes and through which ways and to express their rights, so the security of peasants’ right of speech become the focus of our attention. Only peasants realize their right of speech, can they protect their benefit.Urbanization is not a simple executive order of the government of urbanization, it connects with peasants’ vital interests,so the key to the success of urbanization is whether peasants are satisfied or not, and whether social and economic development are coordinated as expected. Urbanization is intensive production process, plays an obvious role in promoting economic development, but whether it can make peasants satisfied is an important factor directly related to the success of urbanization. How to make peasants satisfied? They must have a way to express their wishes. Therefore, how to protect peasants’ right to speech in the process of urbanization has become the focus of this research. By analyzing the impact of urbanization bring to peasants’ benefits, then propose ways of peasants realize the right to speech pointedly.The first part is an overview of the basic theory of the discourse power and urbanization. The connotation discourse power is first introduced in this part, about what is the right to speak have no definitive explanation so far. The paper will definite“discourse”and “right”in two ways, and then analyzes the connotation of the right to speak. Then the paper will put forward the concept and characteristics of peasants’ discourse right,combining the reality of our country.Secondly, it introduces the theory and reality necessary of urbanization, as well as a clear definition of urbanization,then it analysis basis and practical value for Chinese urbanization, at the same time, peasants’ discourse right as a role in the process of urbanization is deeply discussed.The second part is the analysis of the current situation of peasants’ discourse right in China’s urbanization process implementation. First of all,it describes nation’s efforts to protect peasants’ discourse right security efforts in three aspects, the legislative level, administrative level, the judicial level. And then it analyzes the existing guarantee question of peasants’ discourse right, there are mainly three points, the weak tendency in legislation, law enforcement aspects exist blind area, judicial protection can not play its efficiency. Finally, it analysis of the root causes of the missing of peasants’ discourse power from the economic level, the political level and the cultural level.The third part discusses realization of the path for measures peasants’ discourse power. Some effective measures are put forward to solve the problem through analyzing root cause of the peasants’ discourse right. first a solid legislative foundation should laid to protect farmers’ discourse power, secondly government should strengthen its role to realize peasants’ discourse power, thirdly judiciary should play its role in the protection of the rights, fourthly the whole society awareness to protect peasants’ discourse power should established, the finally a platform for the exercise of peasants’ discourse power should built. Through the five areas above to improve the situation of peasants’ discourse power.As the end of the paper, the fifth part do a simple prospect on the establishment of the peasants’ discourse right protection mode during the process of urbanization in China. Firstly this section analyzes the development direction of China’s democratic politics and the goal to realize peasants’ discourse right in public decision making area, then a peasants’ discourse right protection mode suitable for China’s public decision making filed is constructed, which are construction of service-oriented government and development of organization for peasants’ self protection. This part of the paper reflects the main purpose of the paper is to explore a peasants’ discourse right protection mode suitable for China’s national decision making filed condition.
