The performance appraisal of civil servants in procuratorate is the research objectiveof this paper, after analyzes the performance appraisal system of civil servants inprocuratorate by the concept of structural equation, this paper selects the performanceappraisal indicators of civil servants in procuratorate, and applies structural equationmodel to set down the weight coefficient of indexes, achieves the performance appraisal ofcivil servants in procuratorate, then forms the practical and comprehensive performanceappraisal system of civil servants in procuratorate.Firstly, on the basis of collecting and introducing the research status of the theoreticalresearch and practical experiences in the performance appraisal of civil servants bothabroad and at home, it analyzes the research approach and result of the performanceappraisal of civil servants, and clears thoughts and methods of this paper. It defines theconcept of performance appraisal and civil servants in procuratorate, and elaborates thecontents, principles and significances of the performance appraisal of civil servants inprocuratorate. It introduces the structures and steps of structural equation model, andproposes the advantages and problems of structural equation model in using.Secondly, it analyzes the features of the performance appraisal of civil servants inprocuratorate from the differences between the performance appraisal of civil servants andthe performance appraisal of company employees. It proposes the thoughts and principlesof building the official performance evaluation indicators system, and on the basis ofdefining the contents of the performance appraisal of civil servants in procuratorate,selects all the performance evaluation indicators by investigative questionnaire.Thirdly, it analyzes the applicability of structural equation model in the performanceappraisal system of civil servants in procuratorate on the basis of structural equationtheory; makes the descriptive statistical analysis and the reliability and validity analysis ofamount scales. It defines the observed variables and unobserved variables, and makesfitting to the parameters on the basis of the results of the models running, then sets up ascientific and feasible performance appraisal system of civil servants in procuratorate.Finally, this paper makes an empirical analysis on the performance appraisal system of civil servants in Changzhi procuratorate in Shanxi province. It analyzes the problems ofthe evaluation indicators and evaluation subject in performance appraisal system of civilservants in Changzhi procuratorate, and also analyzes the performance appraisal forChangzhi procuratorate by the model proposed in chapter four; then successfully uses thetheory in the performance management of civil servants in Changzhi procuratorate.
