| After the outbreak of the war of Anti-Japanese War, while the whole nation was in jeopardy, the Kuomintang(KMT) and the Communist Party of China(CPC) established the national united front of Anti-Japanese War. The Shaanxi-Gansu-Ningxiaia Joint Government got legitimate status and became one of the administrative region of the National Government under the special historical background. The Joint Government setted up an independent regime of their own under the administration of the National Government at the same time. Research on relationship between those two governments is in the weak link from the point of view of The Shaanxi-Gansu-Ningxiaia Joint Government history research. In order to have a better understand of relationship between the Shaanxi-Gansu-Ningxia Joint Government and National Government Before 1940, we abstract the brief framework of that relationship,through a large number of historical documents as well as the existing research.In this paper we focus on the following five subjects:Part One is about the Soviet Restructure and establishment of the Shaanxi-Gansu-Ningxia Joint Government, mainly focuses on the arduous negotiations between two parties on Soviet Restructure, government personnel arrangements and government administratives region division.Part Two mainly is on formation of the dual regim, friction and struggle of it. And it also is on how to end the dual regime ended and achieve unity of the border region in the administration.Part three shows that border region is prone to natural disasters. The national government gave relief funds, the border region government made reasonable arrangements for the relief funds.Shown in Part Four, border region government made thoughtful arrangements, friendly helped the transit when The Second Cavalry Army past via the Shaanxi Gansu Ningxia border region.Shown in Part Five, the mail post were still functional serving people and military,in spite of the tense relations between the two parties,... |
