Research On The Citizen Participation In Community Governance Based On Collaborative Governance

Since the rising of governance theory, government is no longer dominant in social management. Community Governance aims to bring in more parties, build institutionalized communication channel and participation platform. In this way, social organizations can play their roles in self-management, providing service and collaborative management.Collaborative Governance is a kind of network, in which multiple bodies cooperate well, make plans and act together, to create an ordered and interdependent governance structure. Urban Community Governance refers to a dynamic process based on urban community. Governance bodies participate harmoniously, dialogue equally, cooperate with negotiating. Citizen Participation in community refers to a process. In this process, residents, enterprises and non-governmental organizations participate in community public affairs, such as decision-making, public management, implementation and supervision, through kinds of ways. In the view of Collaborative Governance, the research on Community Governance and Citizen Participation has many meanings. Community Governance provides a system platform for Citizen Participation. It is the actual application of Collaborative Governance in community construction. It embodies the principle of orderly. It is also the concentrated reflection of democratic values.Citizen Participation promotes performance of Community Collaborative Governance.Community Governance in our country changed from organization system to organization-block system, and then to the state today. The social transformation makes community from political control to modern community autonomy. Urban community governance in our country emphasizes democratic management, democratic participation, democratic supervision and democratic autonomy with multiple bodies, by dealing with affairs equality. Looking at the domestic community governance mode process and comparison with modes abroad, community governance mode in our country has multiple difficulties: traditional community management diminishes collaborative effect, vacancy of community collaborative bodies, administrative institutions interfere too much, chaos of participating ways, and lack of system.There are three typical Citizen Participation modes in Community Governance abroad: the Singapore administrative leading mode, the Europe and the United States civil autonomy mode, and the Japan hybrid mode. The Singapore government is small but efficient, so the administrative leading mode works well. What government does is to improve the management and promote the citizen participation. In Europe and the United States, democratic politics spreads widely, so Community Governance depends on civil autonomy mode. Relatively, the Japan hybrid mode, in which the government is responsible for the design framework, and citizens and non-governmental organizations participate collaboratively, is more suitable for our country.With the problems in the process of Chinese community governance, the author suggest that, we should build collaborative goals to resolve the conflict, integrate community governance rights and governance functions, optimize the governance structure, establish and update effective systerms, promote governance bodies’ collaboration and interaction.
