Study On The Institutional Innovation Of Citizen Participation In Community Governance In Ningbo

The degree of citizen participation is one of the important signs to test the development process of urban governance.In the nineteen major reports of the Communist Party of China,we pointed out that we should strengthen the social governance system and improve the social governance system of Party committee leadership,government responsibility,social coordination,public participation and rule of law guarantee,so as to improve the socialization,legalization,intelligence and specialization level of social governance.We simultaneously further put forward "strengthening the construction of community governance system,pushing the focus of social governance down to the grass-roots level,playing the role of social organizations,realizing the positive interaction among government regulation,social regulation and resident autonomy".The purpose of this study is to use the formulation of policies and systems within the community so as to cultivate a sense of belonging and identity of the community to citizens,provide channels for citizen participation,play the main role of the citizens.And it will be better to have an effect of meeting the demand of citizen participation,promoting social management policy more scientific and democratic,and promoting the innovation to citizen participation in community governance system more perfect.On the basis of summarizing the theory of citizen participation in community governance research at home and abroad,this paper takes advantage of literature search,theoretical analysis and empirical research methods,combines their own practical experience and understanding of related problems,analyzes the importance of citizen participation in community governance.In addition that it also probes into the main initiatives of institutional of citizen participation in community governance,and finds out the existing problems in system construction.Based on the objective needs of the current economic and social development in Ningbo,combined with the actual situation,we give some reasonable suggestions,so as to summarize the full text by promoting the participation of citizens in community governance system and trying to encourage citizen participation to go on a benign and interactive track.Meeting the demand of citizen participation,the innovation of citizen participation in community governance system ulteriorly enhance the awareness of citizens in the masters in the community,promotes the development of citizen participation ability,and improves the innovation of community governance system.As a consequence citizens can consciously integrate into the community life,bring the power for the construction of a tuneful community,promote the harmonious development of the community the community and promote "good governance" form.
