Research On "mobilization-participation Coupling" Community Governance

The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to ensure that all the people have more sense of gain in the development of joint construction and shared benefits.However,there are several prominent problems in the community governance of our country.Firstly,the quality of community public service is not good,and the public services provided by the community are largely unable to meet the needs of the people,and there is still much room for improvement.Secondly,the degree of citizen participation in community governance is limited,and citizen participation in community governance is not only lack of channel support,but also lacks institutional guarantee.Thirdly,for the government,the government also has inaction in the management of community affairs.The government should strive to meet the needs of citizens for public interests.On February 4,2013,General Secretary Xi arrived in Lanzhou to go to X Street to inspect the“People's Requirement Pipeline”project and gave great recognition to the“People's Requirement Pipeline”project.Since the implementation of the "people's sentiment pipeline" project,based on the people's requirement and public opinion,to solve problems for the people and meet the needs of the people.What's more,it has brought tangible benefits and convenience for the residents in the jurisdiction area.After knowing that X Street in Lanzhou City has provided public services to community residents through the“People's Requirement Pipeline”project and has meet the needs of the residents.Through field study and interviews,the author found that there are three links in the project of the“People's Requirement Pipeline”project in Lanzhou X Street: the collection of people's requirement,the disposure of people's requirement and the supervision of people's requirement.The author further considers and finds that Party members play a role of political mobilization in the process of accepting public sentiment,Citizens supervise the results of the government's civil affairs management links through citizens' parties and supervisors,The two links of political mobilization led by Party members and political system and citizen participation with citizen as the main force work together to optimize the quality of community public service provided by the government.What the author wants to discuss is that in the project of People's Requirement Pipeline”project in X Street,citizens actively participate in the management of daily community affairs and theprovision of public services under the leadership of the government,which effectively links the leading role played by the government and citizens' participation in public affairs.At the same time,it also reflects that the grass-roots social governance has fully played the role of the party's ties and infiltration.What's more,the administrative department strengthens the governance at the grass-roots level by making use of the link,network and infiltration of Party members,which embodies the characteristics of public management in China,and also embodies the leadership role of the Party in social management.Furthermore,it also provides channels and ways for the Party to innovate in the governance of the country.Then the author puts forward a theoretical summary of the "mobilization-participation coupling" community governance model,which provides available experience for other areas of public management,and also provides theoretical and practical innovation for the improvement of the level of community public service supply and community governance.
