At present, China is undergoing a critical period for rapid economic development. Correspondingly, social contradictions are emerging in large numbers in this period. It is far from enough to respond to complaint reporting and to maintain social harmony and stability by the force of government alone. The introduction of social forces as support for the work of handling complaint reporting can make it go further and become more stable. The report at the 18 th National Congress of Communist Party of China noted that “revolving around the construction of socialistic administration system with Chinese characteristics, we should accelerate the formation of a social administration system featuring party leadership, government responsibility, social coordination, public participation and law guarantee”. “Social coordination, public participation” herein refers to fully mobilization of the initiative of social units, organizations and the masses, allowing them to participate in social administration so as to prevent and resolve conflicts, and promote social harmony.In recent years, some government agencies and departments for letters and visits have gradually realized the importance of winning over support of social forces so as to erase, transfer or disperse social pressure in the course of maintaining social harmony and stability. They are paying attention to the issue of mobilizing social forces in handing complaint reporting, and have also made some proactive attempts in this respect. For instance, they employ lawyers to get involved in reception of visits for complaint; they ask women’s federations and other mass organizations to take care of and to persuade letter-writers or visitors; they invite community volunteers, NPC deputies and CPPCC members to take part in contradiction mediation. However, it is undeniable that the involvement of social forces in petition work is still in its early stages. It faces the status quo that: the main body of social forces involved is not diverse enough; involvement approaches appear to be monotonous somehow; performance evaluation is not scientific enough; relevant backup is inadequate, to name just a few.Divided into four chapters, this paper resorts to such research methods as investigation, literature search and case study, and starts with the status quo of complaint reporting and the existing difficulties for handling petition problems, to explore the necessity and feasibility for social forces to get involved in the resolution of complaint reporting. The paper takes as example the case of Intimate Mother Project of the Women’s Federation System and that of Guiying Workshop in Haiwan Town of Fengxian District to analyze the merits, demerits, and existing difficulties for the involvement of social forces in contradiction resolution. In perspective of precaution and resolution of petition problems, it carries out a preliminary study on how to handle and finally resolve complaint reporting with the help of social forces by putting forward relevant solutions and suggestions, in the hope that relevant mechanism could be improved so as to facilitate in-depth implementation and to achieve tangible results.
