| Modern society is facing the economic globalization and the transformation of the various uncertain political factors, and the western countries are looking for a better governance model in order to occupy the dominant position in the global competition, in this process, the concept of "good governance" has been gradually accepted by governments, and our country, as the largest developing country, also must reconstruct the government management model in order to accelerate the construction of the economy in our country, construct a harmonious petition, and maintain social stability.The theory of "good governance" is one of the forefront theories of the international social science in the 21st century, is also the human’s most important source of political legitimacy in the 21st century, it refers to "the social management process to maximize the public interest, its essential feature is that it is the cooperation management of public life from government and citizen, and it is a kind of new relationship between government and civil society,and is the best state between the two". Through the government’s good governance, our country’s petition work can be more organized and orderly. This article is about some ideas caused by this problem. The first chapter expounds the research background and significance of the petition problem under government’s good governance. The demonstration of related literature at home and abroad, the research ideas and research innovation, etc. have analyzed the difficulty in combining a government’ good governance and petition work together, and have pointed out that we must research according to the actuality of the petition work in China, thus it proposes a feasible method for petition work in our country. The second chapter analyzes the relationship between petition work and government’s good governance, relocates "government’s good governance" based on Yu Keping’s theory of "good governance", concludes that "good governance is dependent on the government, and even the citizens and society", we also has been clear about the essence and the function of petition, in essence, is a mechanism of communication, a special kind of political behavior, an important channels of citizen’s political participation in our country, and a concrete form of the people’s democratic political rights implementation and maintenance. On this basis, this article talks about the relationship between petition and government’s good governance, "the petition work is to resolve contradictions, solve problems, and unite people, and the petition system itself is a primary form of good governance, therefore, good governance is the goal of petition reform in our country". It further puts forward the requests from the government’s good governance to the petition work. The third chapter of this article, in combination with the petition work of a district of Yangquan, Shanxi Province, begins with the actuality of the petition work in a district of Yangquan, and its existing problems and their reasons, it is concluded that the construction of the petition work is not a day’s work, and it is needed to find a feasible path under the government’s good governance idea. Chapter 4 of this article follows the problems from the previous chapter, and respectively starts with strengthening source prevention and control, perfecting petition system, innovating work mechanism, opening petition channel, strengthening the team construction, and implementing supporting measures. It hopes to indicate the path to petition work under the government’s good governance, especially to petition below the municipal governments. it also lets us know the petition work is a main channel of expressing interests as a system with Chinese characteristics, and an important approach to ensure party-mass relationship, it exists with no problem, but the problem is the frequent failure of "operation", therefore, we need to "maintenance and repair" it under the government’ good governance. |
