With the deepening of the world’s new military revolution and the army specialization degree unceasing enhancement, the army of the professional division of labor is more and more thin, of the theory of military individuals knowledge reserves and growing ability quality put forward higher requirements. At the critical moment of fighting capacity generation model, in order to effectively maintain and improve the battle effectiveness and meet the requirements for the future war, and we are trying to build a firm politics, exquisite skills, tenacious style and discipline, backbone role outstanding sergeant team. At present, our army sergeant talent team construction has caused military headquarters attaches great importance to the head office. Sergeant is the main body of troops, as well as the body of the combat effectiveness. In this paper based on the analysis of the relevant incentive theory to comb, with A army sergeant team as observation object, through questionnaire survey, analyzed the army sergeant A team needs to structure and need satisfaction; Noncommissioned officers are analyzed the main problems of incentive mechanism, and from two aspects: system of management and analyses the reasons of the problems; Finally from exploring noncommissioned officers system, perfecting the sergeant circulation system, perfecting the sergeant rewards and punishment system, create a good learning environment, fully respect and appropriate authorization and perfect sergeant education training, etc., puts forward some countermeasures to perfect the incentive mechanism of petty officer.
