With China’s economic and social development, mass incidents, increasingly frequenthigh incidence, for the healthy development of the state and society had a negative effect, alsoputs forward the effective disposal for armed police troops historic tasks in reality.Armed police force as part of the country’s armed forces, according to the law of thePeople’s Republic of China armed police law and other laws and regulations, responsibility isone of the local government and the public security organs, mass organizations, army jointdisposal of emergency. But from the recent violent attacks, the second half of 2014 large massof labor dispute disposition, is not timely, reacting to disposal and treatment of the problemsuch as costly. Investigate its reason, lies in the lack of advance warning measures, theefficiency is not high, pointed is not strong, the forecasting accuracy, timeliness, validity lagsfar behind social development requirements.Based on the partial Chu Tu practice in recent years, the armed police forces and thetypical group emergency cases, based on the analysis of the existing situation and problems ofearly warning system for the police force, targeted countermeasures analyses, the method offeasible measures are put forward.This thesis think the armed police force can be cut off in the top design break the sectoras a whole, the use of information technology integration of various resources, on the basis ofpractice repeatedly tested, finally built into the national safety management system, attachimportance to big data analysis, early warning, to implement security early warninginformation sharing, coordinated action, all levels of permissions task clear, cross-sectoral,cross-regional, intelligent and practical measures simultaneously, legally in accordance withthe rules of the early warning system, for the disposal of the mass incidents with necessarysupport early warning and response measures.
