Reconstruction The Role Of Neighborhood Committee In Community Governance Changes

Community currently is not only the most important way to organize urban society but also the basic platform to fulfil social management and public service.Since reform and openness,system of urban community governance in China changed from street-system to community-system and the governance model gradually transformed from the state administrative totalitarianism to corporatism.Accordingly,the role of neighborhood committee should change.This thesis focus on one core issue: what should neighborhood committee do to convert its role from “leg” of sub-district office to “head” of resident?This thesis utilizes role theory to onstruct the theory frame of reconstruction neighborhood committees' role from four dimensionalities: role expectation,role comprehension,role practice and role transformation.Furthermore,this thesis regards the 18 typical communities from create work of Guangzhou “happy community” as the sample to make empirical analysis and to study the feasible approach to switching role of neighborhood committee.The basic conclusion as follows:Firstly,since the founding of new China,the transitional process of neighborhood committees' role is a course of maze in role which autonomous function lost obviously and administrative function dominated gradually.If neighborhood committee wants to return its nature,it shoud be reconstruct role from four aspects: role expectation,role comprehension,role practice,and role transformation.Secondly,from case analysis to tipical communities in creat work of Guangzhou “happy community”,it found out that neighborhood committees feel confused in role generally.Because of role inertia and lacking role comprehension,part of neighborhood committees still play the administrative role from “top-down”.The role doesn't match with the role expectation for neighborhood committee from government and residents.It made neighborhood committee feel very confused and maladjusted in the comprehensive governance work of “happy community”.Neighborhood committee needs to shift its role accordingly in role practice to satisfying role expectation,correcting role comprehension and getting out of role confusion.In the administrative predicament,neighborhood committee will achieve the transition from government “clerk” to administrative resources transformer if it can find concordant point between finishing administrative tasks and satisfying community residents' demands and can make full use and expand of administrative resources for neighborhood services.In crisis of marginalization,neighborhood committee will achieve the transition from “almighty” manager of community to community resources linker if it can make good use and mobilize of social resources within its jurisdiction and can transform its serveice role.On the background of changed communities' power structure,neighborhood committee will achieve the transition from community “controller” to community autonomy promoter if it can adjust and create its own role timely and suitably.Thirdly,the governance structure of community organization is changed from centralization to diversification.On this background,it's the necessary choice that neighborhood committee needs to reconstruct its role because neighborhood committee,who has the most suitable conditions to become the coordinator and organizer,can lead community to achieve self-government.To make role reconstruction come true,neighborhood committee should take role transformation that starts from government “clerk” to administrative resources transformer,from “almighty” manager of community to community resources linker,and from community “controller” to community autonomy promoter.Thereout,it shapes the ideal model about role reconstruction of neighborhood committee.
