Nowadays, China is going through the social and economical transformations, when the domestic situation is so complicated and changeable, people’s internal contradictions are obvious, people’s awareness of safeguarding their legal rights has enhanced and the situation of public security to ensure social stability is also so grim. With the rapid development of information technology, new communication tools such as Internet, SMS, and micro blogging and other, not only provide netizens with a highly-effective and convenient platform to supervise, but also contribute to the spread of networks rumors and the forming of the crisis of public opinion.As an important department of the Party committees and the Government, public security organs, which are on behalf of the party and the government to some degree, are destined to become the focus of attention of the contradictions in the new period, in such fully open and high transparent social circumstances. If the public feelings about the police are not guided properly, there will be a very serious impact on public security work, even on the credibility of the Party and the Government.Public opinion guidance not only relates to the work of the national security and social stability but plays an important part of the public security organs of social management, which is a thesis with great theoretical significance and practical value. Based on the reviews about all the available studies and the analysis of the classic cases, this article puts forward a way to change the public security organs’public opinion guidance in the ear of new media.Facing the severe challenges the new media has brought,, the public security organs at all levels should actively follow the trend of the development of information technology, to optimize the organizational structure, perfect the institutional mechanisms, strengthen self-construction, improve their ability to capitalize on the trend. Thus, by guiding behaviors according to circumstances, developing advantages and avoiding disadvantages, the discourse power, guidance power and the initiative to the Internet can firmly be controlled by the public security organs. Meanwhile, it is also necessary to establish the concept that public opinions are the police should notice, to co-ordinate domestic and international situations, to pay attention to both online and offline battles, to further strengthen and improve the work of public opinion guidance, and then to pay more attention to improve the ability to upgrade public opinion guidance and social management capabilities. As thing stand, people’s attention to the public opinion cases involved the police can be classified as follow, group cases, major criminal cases, sensitive social concerned cases and the cases of police violating the law and discipline.Beginning with the theory of public opinions guidance in the public security organs, this article firstly introduces the concepts of public opinions guidance and the new media; discusses the details of a case, the process of public opinions, the development of emergency response trajectories, the analysis of opinion tendentious, and the review and respond to public opinion, by taking Wang Shukun for example, who died of illness; then sums up the roots and problems that have existed in public opinions guidance of public security organs in the new media era; summarizes some of suggestions at last. That’s to say, by optimizing the departments of public opinion guidance in public security organs, the purpose of this article is to urge the government to guide the construction and the mechanism of public security, to innovate the ways of public opinion guidance in public security organs, to focus on the aspects of public opinion guidance and its awareness in public security organs, which can put forward better measures about public opinion guidance, help build harmonious relationship between common people and the environment of the law enforcement, provide a powerful ideological guarantee and public opinion support for the successful mission of the public security and then ultimately achieves the social services function by better combating crime.
