To build a service-oriented government, it requires not only changes of the government, but also the active participation of multiple subjects, such as citizens, enterprises and social organizations. As the most popular and resourceful organizations among the multiple subjects, cluster organizations should also be able to provide more public services.Based on extending, splitting, solidifying and integrating the composite model of participation in public service supply, five new models are brought forward in this paper. Taking the Communist Youth League of Taizhou Committee as an example, service object, service resources, service design and service production process are analyzed from two aspects of demand expression and service mode of the public service.Faced with multiple difficulties in the practice of participating public service supply, cluster organizations have to choose the appropriate solution according to different service object, service resources and service mode. Main solutions are to promote the integration of the overall service and specific groups’ service, to advance the combination of service supply and method innovation, to promote the integration of professional construction and social support, to advance combination of service organizations agglomerating and network, to promote combination of service resources descending and brand leading.These solutions are conducive to full play of the respective advantages of the market mechanism, administrative mechanism and social mechanism, as well as combination of the three by cluster organizations’ resources, as a result of which, the efficient allocation of public service resources can be achieved to satisfy the public services demand of multiple subjects, such as citizens, social organizations, enterprises and the government.
