Difficulties And Solutions For Local Governments To Purchase Public Services

Government purchase of public services refers to governments at all levels transferring the public services originally provided by themselves to non-governmental units through entrustment,bidding,etc.in order to realize or perfect the government's public service functions.The purchase of public services by the government originated from the new concept of public management in western countries and has been greatly developed after entering China.It has been widely used in the fields of pension services,volunteer services,employment training and so on.At present,the purchase of public services by the government is becoming increasingly mature,providing a brand-new solution for the government to provide public services.The purchase of services by the government has improved the efficiency and quality of the use of funds for public services and has supported and nurtured groups of social organizations.However,in the process of government purchasing public services,there are also some problems and deficiencies.There are 374 county-level governments in the country.County-level cities,as the most basic administrative units,are often difficult to change government functions in actual work,and at the same time they are faced with the problem of providing sufficient public services to the people.Therefore,the county-level government has its own special difficulties in promoting the government's purchase of public services,such as lack of current laws and regulations to guide the purchase of public services,insufficient social forces to provide public services,and insufficient financial resources.Compared with the provincial and municipal governments,the county and district governments need more relevant research to guide and restrict how to promote the government to purchase public services.This paper selects the topic for this purpose and conducts research and analysis.Gaoming District,Foshan City,which is 39th in the top 100 counties in the country,has a certain economic foundation,and its government purchase of public services has started to develop since about 2010.After a period of development,its government purchase of public services has a certain scale and effect.Moreover,as the most basic administrative unit in our country,county-level government has certain similarities in its development and difficulties encountered.This paper studies and analyzes the difficulties and countermeasures encountered in the process of purchasing public services by Gaoming District government,and the results obtained can also serve as a reference for other county-level governments.Taking Gaoming District of Foshan City as an example,this paper makes a vertical comparison between the purchase of public services by the government of Gaoming District of Foshan City and the historical situation of the area,and a horizontal comparison with other government practices,and analyzes the problems and reasons encountered by county-level governments in the process of purchasing public services.This paper analyzes the advanced practices and experiences of foreign and domestic countries by comparison method,and skillfully uses case analysis method to combine with the current situation of Gaoming District's development government's purchase of public services,so as to accurately propose effective methods such as perfecting legal system guarantee and implementing multi-center governance policy,hoping to obtain experiences and countermeasures that can be implemented in domestic county-level cities and promote local governments to better develop government public services.
