Study On Function Performance Of Grassroots-level Government In Construction Of Country To Residence Community In China

With the reform and open-up in China, our economy grew fast and the urbanization progresses developed quickly. Population increases, and the urban region expands. Villages located in environs are included into urban constructions. Through the country to residence project, rural areas turn into urban areas, and the peasants turn into citizens. However, the country to residence community is neither same as urban community, nor rural community. It is a kind of community in transition. There are a lot of problems in community construction and community management that need help from the government. Grassroots-level government is in the bottom of the executive branches, and is the terminal of administrative power, with the most opportunity to get in touch with the country to residence community. Thus, the grassroots-level government plays an important role in the construction of country to residence community.This paper studied on the performance of the function of grassroots-level government guiding by the theory of Limited Government and New Public Service. The paper came up with the main function of grassroots-level government regarding with the features of the country to residence community, discussed the practical experiences of three cities, and found that the government was out of function in promoting the separation of community and enterprise, adjusting the relationship between residences, and applying public services. What was more, grassroots-level government was offside function in developing non-government organizations, and took wrong position in construction of neighborhood committee. Then, the paper gave some solutions, like perfected the laws and regulations to clear the functions of the grassroots-level government, implemented reasonable fiscal policies to gain more money, carried out trainings and other activities to renew officers’idea and improve their professional abilities, and established evaluation system to enhance the strength of citizens’supervise and communications. With all of these methods, grassroots-level government can find its position, clear its function and accelerate the speed of its function transformation. Therefore, the grassroots-level government can give better advices in the construction of the country to residence community.
