Public Service Outsourcing Research

Public service outsourcing is in nature a kind of administrative entrustment behavior, it is a way for administrative sector, by signing a contract, to entrust external professional institutions to complete the department’s originally routine public service or auxiliary service. In other words, it is to take advantage of external resources to maximize the public interest.Archives business outsourcing belongs to the field of public service outsourcing. In recent years, it is widely used in the archives management of enterprises and institutions and had made significant progress. Through files service outsourcing, enterprises and public institutions may improve the efficiency of management, make up for a lack of its own resources, reduce input costs in manpower and material resources and financial resources, reduce investment in non-core business, so as to improve the core competitiveness. This management mode has gradually become the new trend of archives management.However, in the process of implementation of archives business outsourcing, the realistic problems in the aspects such as lack of laws and regulations upon archive’s security and confidentiality and archives outsourcing industry become more and more controversial among experts and scholars. Nowadays, archives outsourcing research in China is still in the initial stage, which is mostly concentrated on basic concepts, but lack of complete theory system.This paper, adopts methods like documentary analysis, case analysis, comparative analysis, induction, and widely refers to network, books, journals and other channels to fully understand the academic research progress on this subject. This paper summarized the mastered data, withdrew and developed the effective theory to supplement the academic blank. It defines the relevant concepts of archives business outsourcing tentatively and summarize the pattern and procedures of archives business outsourcing. By taking the archives management status quo of highway system in Hunan province as an example, it analyzes the necessity, feasibility and advantages of archives business outsourcing and the obstacles may be encountered during outsourcing. It makes a breakthrough to bring up relevant ideas to solve the problems in three different levels such as archives administration department, archives producing unit and intermediary archives institutions so as to deepen theoretical research. By focusing on practical operation, it may serve for archives business outsourcing in our country and may be used as a theoretical and practical reference for the present industry.This topic will be divided into four chapters. The first chapter presents the basic concept and theoretical basis for public service outsourcing; The second chapter is summary of archives business outsourcing, which defined the basic concept of archives business outsourcing and intermediary archives institutions, summarized the development content, pattern and basic flow of archives business outsourcing; The third chapter takes highway system archives work in Hunan province as an example to analyze the necessity, feasibility and advantages of archives business outsourcing and the existing obstacles; The fourth chapter provided the countermeasures to solve the problem from the three different levels like the archives administration department, archives producing unit, intermediary archives institutions.
