Research On The Countermeasures To Improve The Public Service Capability Of Local Comprehensive Archives Under The Background Of Five-type Government Construction

In early 2018,the Decision of the CPC Central Committee on Deepening the Reform of Party and Government Institutions was promulgated.In October 2018,in order to steadily promote the reform of government institutions and further optimize the service system,The People's Government Of Jiangxi Province issued Implementation Plan for Vigorous Promoting the Five-type Government Construction and Accelerating Jiangxi High-quality Leapfrog Development,urging each district and department to transform service principles,improve service efficiency and build a loyal,innovative,responsible,service-oriented and efficient government.Therefore,higher demands are placed on the public service capability of Jiangxi archival institutions,which aim at managing archives for the Party,preserving history for the country and offering service to the people.Under the background of five-type government construction,the paper makes a comprehensive analysis of Jingdezhen Archives,involving its personnel training,sources of funding,collection of archives resources,archives access and utilization,archives publicity and education,archives compilation and research as well as IT application.Combining the new public service theory and the theory of dual value of archives knowledge,the paper explores the restriction factors and looks for relevant strategies to help Jingdezhen Archives improve the status quo and enhance its public service ability.Firstly,it is necessary to clarify its own positioning and deepen the awareness of public service.Secondly,it is essential to improve the hardware and software facilities and boost the internal motivation of service.Thirdly,we should excavate the characteristic archival resources and expand the public service content.Fourthly,we should seize the opportunity of constructing “intelligent archives” and improve the public service efficiency.Finally,we should strengthen the publicity and education function of archives and enhance the influence of its public service.Based on the relevant theoretical knowledge of public management and the author's personal working experience in Jingdezhen Archives,this paper proposes specific measures to improve the public service capability of local comprehensive archives,hoping to provide ideas and references for other comprehensive archives to optimize service principles and improve service ability.
