Research On The Role Of Government Supervision In The Rural Grassroots Democratic Elections

Villager autonomy is the foundation and security of modern rural grassroots social stability. Whether the villager autonomy is effective or not, it depends on a high satisfaction of village leaders. And the birth of the village leadership is dependent on the rural grassroots democratic election. Rural grassroots democratic election is an important content of the democratic construction of socialism with Chinese characteristics. The rural grassroots democratic elections have lasted for nearly thirty years, which gradually increases villagers’autonomy, ensures the fairness and impartiality of the elections, elects the village of rich leaders, safeguards the peace and stability of the village community.However, there are some problems that still affect the fairness and justice of current rural grassroots democratic elections. The root cause of these problems lies in the lack of supervision. As for special national conditions of China, the government supervision is the basic assurance, which makes the rural grassroots democratic elections fair and impartial.This paper takes individual interviews with several farmers in D village of Yueqing City, Zhejiang Province, with the interview method. It finds out that many problems existing in government supervision. For example, the review on the qualifications of candidates is not strict; the publicity oversight of candidates before the election has a mere formality; election monitoring body is absent, the election monitor and election host is the same one; recall mechanism is lack of timeliness and operability.Then this article uses the methods of literature review, analysis that these problems are due to several reasons. Firstly, litigation and other election-related laws and regulations are incomplete; secondly, implementation of the monitoring system is ineffective; thirdly, the weak education by the party plays a negative role on the supervision preventing; fourthly, low-cost illegal weakened oversight authority.To solve these problems, the author uses theory of "Power Restriction and Supervision" and "Public Choice" theory and puts forward from the following five aspects:at first, sound election litigation and other related laws and regulations, in order to improve government oversight to provide legal protection; the second, change the way of government supervision, strengthen supervision by the masses and media; the third, strengthen the basic legal education in rural areas, to lay the foundation for government oversight of the masses; the fourth, accelerate the construction of government micro-channel to broaden the technical means of government oversight; the fifth, promote village "three public service" work to strengthen government oversight mechanism innovation.These countermeasures and suggestions can provide practical decision-making reference for government to play a better role on supervision in the grassroots democratic elections.
