The third sector (the NGO or NPO, providing public welfare by volunteers), mainly contains social organizations、foundations、private non-enterprise organizations registered by the Civil Administration Department and unregistered grassroots organizations. With the reform and opening up in the field of economy and the change of government function, more and more social functions need to be undertaken by social organizations, so the construction of the third sector is in the prominent position.In developed countries, the third sector organizations have been well-developed and become an important power in providing public services. At home, most of the third sectors are still in the exploration of development. Especially in small and medium-sized cities, such as Fuzhou, the path of the third sector’s participation in the public service is limited. As Fuzhou becomes the first National District, the Free Trade Area and the Core District of Silk Road in the 21st Century "the superposition of three areas", studing on how to promote the development of the third sector have the vital significance to the comprehensive upgrade of the economy and society.Based on the theory of civil society and the third party management, this study is using empirical research、literature research、comparative research and cases research methods. Rooted in the reality of the state of our union, province and city, using the experience of international and domestic developed cities, the paper analyzes the practice of the third sector in Fuzhou, explores its problems and restricting factors, and puts forward the development idea and strategy of:The internal path---expanding the space for the development of the third sector, including improving the internal governance structure, cultivating supportive social organizations, improving the ability of financing, strengthening the construction of talent team, participating in social supervision and assessment, strengthening the communication at home and abroad; The external path---building cooperation relationship of governance, including improving the corresponding policies and management environment, building the parties involved in collaborative atmosphere. Through the study, the paper then provides reasonable suggestions to promote the comprehensive and healthy development of the third sector in Fuzhou, and actively build a service-oriented government.
