A Study Of Standardization For Administrative Accountability In Public Crisis

With the frequent occurrence of public crisis, it is imperative to implement the administrative accountability system.The implementation of the administrative accountability system is inevitable requirement and important guarantee to improving the modernization for governance capacity and build a responsible government.Since "SARS",the party and government began to exploring and constructing administrative accountability system.And the academic community has achieved some success.It mainly focuses on the analysis for the elements main body of administrative accountability system.But the study for division of responsibilities between the main body and the information asymmetry’s effect on administrative accountability is limited.And it also lacks of case analysis.From the ancient system of inspectors,along with the accumulation of experience and operation,the administrative accountability system has achieved remarkable results, including a substantial increase in the number of system text, the further expansion of accountability, the further broaden of accountability’s scope, the further clarify of responsibility and the further improvement of democracy.But at the same time,there are still many issues,such as accountability system’s imperfect, the lacking of main responsibility cooperation,the unclear of object’s accountability,the scope of accountability is relatively narrow,the lack of accountability procedures,accountability supporting mechanism is missing, and the lack of formal channels of interests expression.The cause of this study includes the weak awareness of democratic rule,the lack of moral education of administrative ethics and the generalization and innovation of institution.In order to perfecting the administrative accountability in public crisis,we should carry out creatures in five aspects:firstly,improving the legal system of administrative accountability, take special law of administrative accountability as a principle,the local regulations are supplemented by an exception. Secondly,optimizing the elements of administrative accountability, including subject of accountability, accountability object, accountability range,accountability results and so on.Thirdly,Standardizing administrative accountability procedures,improving accountability relief mechanism,official comeback mechanism,performance evaluation mechanism,the lifelong asked supporting system of accountability and responsibility of the investigations on the mechanism of administrative accountability, accountability responsibility relief, official comeback, performance evaluation and information disclosure mechanism,lifelong accountability mechanism of important decision making and responsibility to check mechanism.Finally, through consolidated reporting and other traditional channels,ensuring the public right of discourse in network,setting up independent consulting agency,forming mutual interaction between the government and the public about information,the target for improving administrative accountability in public crisis will be achieved.
