| At present, there are many types of and a large number of military engineering projects in China with various management modes. Military institutes are often restricted by professional personnel and the institution itself. Some hire local personnel to form a project panel as a management agency, and some construct on their own. In this circumstance, there will be a series of consequences such as super-standard engineering and marathon engineering. Then they has begun to explore the mode of agent construction management (ACM) from headquarters to the superior departments at all levels and has applied it to engineering construction. However, this mode has been in conflict with the existing military system and culture to some degree with certain limitations in the implementation process. Moreover, this mode, applicable to a small range, cannot really eliminate the "four in one" phenomenon with a huge institutional organization, which does not comply with the development trend of ACM (ACM). Therefore, this paper analyzes the conflict between existing military ACM and the existing system, as well as culture, discussing how to make innovative optimization, based on the research on the present situation of military engineering management and the ACM theories. First of all, this paper analyzes the current situation and problems in the project management of military engineering, and discusses the basic theory, application status and existing problems of ACM application for local government. Then it mentions the existing military policy and regulations, putting forward the necessity to optimize. Later, it tries to explore new agency construction management mode of the military engineering project from two perspectives, including construction management system of military engineering construction and relevant supporting organizational construction. Finally, this paper introduces the specific application of the ACM model in different projects. |
