The Research Of Community Governance Model Reform In Bao’an Shenzhen

The Third Plenary Session of 18th Central Committee explicitly proposed the overall goal of promoting the modernization of the governance system and capacity. And the spokesman stressed the need of further promoting grass-roots governance ruled by law in the 4th plenary session. January 9,2015, Shenzhen worked out and introduced< the guidance of grass-roots management system’s reform in Shenzhen>. The Guidance put forward that we should develop a new mechanism, and form a new pattern of grass-roots governance which is led by Party committee, responsible by government, coordinated with social, participated by public, and protected by the rule of law. Originally, Bao’an is a big district of Shenzhen outside the customs. Study the reform of community governance model of Bao’an in line with the path of comprehensively deepening the reform from central to city. With the right steps of grass-roots reform can provide the original data of grass-roots governance system reform; also it can provide a practical reference of exploration and innovation. In recent years, Bao’an explored the creation of community governance model. "village to residence", "separation of committees from stations"、"one station multiple communities"、separation of enterprise from administration" are the measures of it. However, there are still a series of outstanding contradictions and problems. And there is a long distance from the overall goal of promoting the modernization of the governance system and capacity. The reform of community governance model needs further deepen and strengthen.The thesis states a present situation of community governance, and the history of community governance model reform in Bao’an. It analyzes that there are four questions in present community governance. First, community’s function division is not clear. And administrative tendency is serious. Second, the carrier of community governance is unitary. Residents have a weak awareness of participation. And the development of social organization and Non-Profit organization are shot. Third, the capacity of community governance is lacking. The level of modernization and specialization should be strengthened. Fourth, community foundations grow unequally. Resource allocation is not optimized. In view of the four questions, the author has a further research on it, and analyzes the real reasons of the community governance facing with. Firstly, there is a relatively hysteretic concept of community governance, and a lack of governance, governance with law, shared governance awareness. Secondly, the community governance laws, regulations and policies constrain its progress. Thirdly, the community governance mechanisms and regulatory system are imperfect. Around the path of community governance model reform, the author summarizes current community governance models from domestic and overseas. At the same time, in order to have a new perspective, the author has a research on public governance, multi-center governance, civil governance and new public services. On the basis of extracting the essence of varieties of new governance theory, combining with the current status of community governance in Bao’an, the author put forward a community governance model of building a "one nuclear multiple elements" shares governance with "moderately autonomy", and then gradually establishing a modern system of community governance, so we can construct a harmonious and legal community.
