Research On Community Governance Of Private Apartment Through Housing Reform In Guangzhou University And College

The reform of housing system in Guangzhou public universities and colleges which started in 2000 has come to a periodical end,and a number of communities of private apartment through housing reform inside or outside universities and colleges in Guangzhou have come into being.Those communities possess characteristics such as favorable greening environment,high quality residents and inexpensive management charge,etc.The housing system has been implemented for more than ten years,and great changes have taken place in the economy and society.People's incomes increase significantly,and the demand of faculty for a better living environment is increasing day by day.However,there is not much change in the management and supporting facilities of communities in universities and colleges.In the meantime,unitary administrative management methods and models under traditional welfare-oriented housing system have greatly lagged behind owners' pursuit of a better life in terms of management concepts,system design,service provision and environmental improvement,and cannot adapt to the current community governance in universities and colleges.In this thesis,the author explores into model of community governance of private apartment through housing reform in universities and colleges from the perspectives of public management and community governance and the multiple structure of public and private property right coexistence of university property and seeks for greatest common divisor,with a view to improving the level of community management and service and satisfying the needs of community residents in line with economic development.The author adopted literature review method,investigation method and interview method and successively visited eight communities in Guangzhou universities to learn about the basic situation.Besides,the author interviewed some owners and community managers,from which the author discovered some problems,figured out causes of those problems and designed a four-in-one sharing community governance ideal model with multiple participations by integrating national and local governmental documents and policy regulations and referring to the successful experience of typical community governance model in developed countries and domestic innovative community governance models.Lastly,the author proposes countermeasures and suggestions on improving community governance under the new model and achieving the sustainable development of harmonious communities.
