Research On The Present Situation And Improvement Countermeasures Of The Retired Cadres’ Cultural Endowment In Hubei Province

Nowadays, China is facing a major social problem of aging population. In the 8th National Congress of the Communist Party of China, it points out that there is an especially important relationship between people’s spiritual and cultural life and the comprehensive construction of a well-off society. As a special group of the aged population, their spiritual and cultural life is significant for building a harmonious and a well-off society comprehensively. With the development of economic, although this issue has been put forward, there are still some different kinds of problems in the process of implementation. How to perfecting the cultural endowment of retired cadres, which is the problem needed to be further explored.In this paper, with the basic theory of political science, administrative science, sociology and other disciplines, it states Hubei Province as an example. This paper expounds the basic concept, discusses the significance, evaluates the current situation, then analyzes the existing problems, and finally puts forward the countermeasures to improve the retired cadres’cultural endowment.This paper consists of five parts:The first part is "Introduction". This part briefly explains the background and significance of the research, and the related research at home and abroad. The research ideas, methods, and the possible innovation are stated in this paper.The second part is the summary of the retired cadres’cultural endowment. This part is divided into two sections. The first section is to define the concept of the retired cadres and the cultural endowment. With the analysis of the related theories of Active Aging and Maslow’s Hierarchy of Needs theories, the second part states the reason for the appearance of cultural endowment.The third part is the present situation of retired cadres’cultural endowment in Hubei province. This section first introduces the basic situation of these retired cadres. Secondly, it analyzes the needs of the retired cadres on the. Finally, the main form of the cultural endowment in Hubei province is analyzed.The fourth part is the main problems of cultural endowment the retired cadres’ facing. This section examines and analyzes the four aspects of the problem. The first one is that the participation of retired cadres is not enough. Secondly, it is unbalanced that construction of cultural endowment sites between urban and rural areas. Thirdly, the society pays little attention to this topic. Fourthly, the lack of effective security system is still a problem.The fifth part is the countermeasure and suggestion to improve the cultural endowment of retired cadres in Hubei province. In this part, the article analyzes and puts forward four countermeasures to improve the cultural endowment of retired cadres in Hubei Province, namely:(1) to increase the participation of retired cadres, (2) to enlarge the investment, to construct the sites of cultural endowment comprehensively, (3) to strengthen the public opinion propaganda, to expand the social participation; (4) to establish and improve a system security for the protection of retired cadres’ cultural endowment.
