Research On Grid Management Of Community In Yinzhou District Of Tieling City

With incessant development and progress of society and incessant improvement of market economic system in China,the "unit person" of city is gradually transformed from the original system into "social person",large quantities of social functions of unit and enterprise rush into community,the present community carries more and more social management affairs,but the old community management system could no longer meet the need of current social development."Grid management" is a new requirement posed in the third plenary session of the 18th Central Committee of the CPC,so as to improve life of people and innovate social governance,it is proved by practice that grid management of community is characterized by delayering,fine grain and scientificity,etc.,and it has become an important breakthrough point for innovating social governance.By means of literature method and questionnaire,taking Yinzhou District of Tieling City where the writer work as an example,this paper systematically concludes the current situation of the practice of grid management at local community,supported by the governance theory,fine-grained management theory and remolding government theory,based on the data analysis through questionnaire,it puts forwards the problems existent in the present grid management of community,i.e.,community shoulders excessive working duty of government,uneven quality of grid management personnel,relatively tow participation rate of community resident and social organization as well as unsmooth operation of grid management,etc.,it performs in-depth analysis to the reason of problem in four aspects,including location of governmental functions,managerial personnel,public a wareness and operational mechanism,i.e.,the transformation of governmental function is not in place,personnel training and incentive are insufficient,public self-awareness consciousness is weak and operational mechanism of grid management is imperfect.It finally poses the countermeasure and proposal for optimizing the grid management for community of Yinzhou District,i.e.,exploring transformation of government functions,improving the quality of main body for grid management of community,strengthening public participation and resident self-control as well as normalizing and perfecting the operational mechanism for grid management of community.
