In the 1980 s,most Chinese villages were in the stage of solving the problem of food and clothing,and townships were keen to develop the economy and did not have time to pay more attention to the villages.In this era,there are still many well-developed eastern villages that have produced advanced public product demand,such as the pursuit of high-quality and stable domestic water,and completed the construction of water supply facilities without the intervention of external forces.This study will analyze the supply of rural public goods from a political perspective through the case of Jiande's rural water supply.The study attempts to answer three questions: How was the autonomous water supply in rural areas achieved in the 1980 s,and what is the difference between productive trust and affinity trust in supply? How does the participation of government roles affect the success or failure of water supply,and how does it enlighten the way of participating in the supply of public products at this stage? How should villages participate in the supply of public goods? Does the model of polycentric governance under the current state-rural relationship mean more possibilities for reaching?The study focuses on the case of rural water supply A and B under the rural public product compulsory supply system,presents and analyzes the interaction between rural entities and their interaction with the government,explores the logic behind the behavior of participating entities,and explores the autonomous How the supply is achieved in the countryside,the influencing factors of the achievement of supply and the continuity of the institutional changes,the prospect of the multi-center model of rural public product supply at this stage.On the one hand,the interaction of the rural subjects shows the particularity of the rural endogenous relationship network.The productive trust relationship is based on the familiar interpersonal relationship and shared resources in the countryside.It is a trust relationship that includes resource allocation,division of powers and responsibilities,and foreseeable repeated exchanges,which can make the subject voluntarily or forced to calculate The long-term and potential cost of free-riding in a single event,thereby giving up the uneconomic behavior expected.At the same time,the clear calculation of its own rights and responsibilities brings many times of full participation and ability,institutional inertia of change.The kinship trust built on the basis of the clan is a very powerful lubricant for the rural subjects to act within a certain range,but the too close relationship means that the internal subjects must not over-calculate the gains and losses,and establish competition with the clan as a unit.Sexual relations.Therefore,the strong social trust at the natural village level means that the trust at the administrative village level is difficult to achieve.Due to the consideration of the clan 's external reputation,the initial participation of the subjects does not count the gains and losses.Supply failure.On the other hand,the participation of government roles is also different in each stage of supply.In the stage of capital supply,how rural subjects amplify their own voices,so that demand is heard in many government to-do items,and their demand is brought forward.The acquisition of funds in village A by means of acquaintances of villagers is more procedural than that of village B,and not to mention the subsequent regular water quality inspection services,which have obvious advantages in terms of the amount of funds and time-consuming.The rural subject seeks the agent of the village in the government through a private relationship,and the agent converts the demand into a signal suitable for operation in the administrative system to obtain resources reasonably and legally.Under the system design,"using power to seek public office" may be able to transform "human relations" into an important bridge connecting the administrative system with the countryside.As for the operation and supervision of rural public products,especially the provision of special and specialized public products and services,government entities should provide professional and proper maintenance.Therefore,the research will show how,under the background of the retreat of state power,the villages achieve autonomous water supply and the extent and form of state power's involvement in the villages under the impetus of such logic of action.A series of new changes have taken place in the country-village relationship under the background of the return of state power.The side of resource re-feeding is the strong desire of the country to transform the country,but neither the realization of good governance in the country nor the acquisition of political identity can ignore the political system and the rural subject.How to approach.The research on Jiande's rural water supply shows the logic of interaction between rural subjects and the possible perspective of the connection between rural and political systems.As far as the supply of rural public goods is concerned,the return of state power in rural areas has brought new opportunities for the development of rural subjects at all levels.The way in which national resources enter the rural areas is also constantly changing with the project system,providing protection for the rural traditional cultural network.In view of the new field of power operation,the application of the multi-center governance model to the supply of public goods has more possibilities at the current stage.However,it must be noted that the multi-center governance model is only applicable to the development and special demand for public products,and the scope of supply is limited.It has higher requirements for the village itself,and is more suitable for the well-developed eastern villages.The increase in possibility does not mean the inevitable achievement of supply;government involvement does not mean the failure of autonomous supply,the degree and form of government role participation are diverse;the multicenter governance model does not change the government-led supply system,and It is more likely to become an important supplement under the unified supply model of public goods.The current construction of beautiful villages has created more possibilities for multi-center governance,and the supply of multi-centers may also promote the practice of beautiful villages to a certain extent.
