The study of occupational burnout was first presented by Freudenberger and Maslach based on work experience in some of the service industries,such as healthcare workers,that are prone to burnout and lead to emotional feelings.Many factors in these occupations result in decreased work motivation and symptoms such as a lack of concern for people or a negative attitude toward work.China is in the stage of rapid economic development,and the speed of organizational reform has been accelerated,resulting in increased occupational instability.All walks of life are facing unprecedented work pressure,and the degree of occupational burnout is further aggravated,which has become an epidemic in Chinese society.In recent years,the tax authorities have been accelerated tax collection and administration informationization,the pace of the centralization and specialization,to establish "pipes" tax collection and administration pattern,delayering wing bureau at the same time,the present situation of tax cadres at the grass-roots level of psychology,thought and treatment had a great effect,if the management of tax cadres at the grass-roots level still continue common civil service management system,the incentive mechanism in the civil service system will be weakened,job burnout of grass-roots tax workers are becoming more and more worse.In this paper,literature research method,empirical research method and questionnaire survey method are comprehensively applied.Firstly,four related theories are reviewed to study the problem of grassroots civil servants' job burnout.Incentive mechanism is proposed as a solution,laying a theoretical foundation for it.And then to the situation of incentives of Qujing development zone tax bureau of civil servants to investigate,through the questionnaire survey data obtained further analysis the needs and characteristics of grass-roots tax officials,find out the current grass-roots tax personnel the enthusiasm of the main influence factors and incentive,and draw lessons from all kinds of incentive theory,puts forward some concrete incentives for tax officials at the grass-roots level and methods,further in-depth study,to understand the needs of the grass-roots tax,improve the system of grass-rootsworkers incentives,so as to reduce the job burnout of tax workers,improve the tax department of civil servants at the grass-roots level of creativity and enthusiasm.In view of the tax system so that a vertical management departments,various counties(area)bureau of work intensity,the policy system of cadres are unity from top to bottom,so this article selects the author place unit Qujing economic and technological development zone tax bureau as an example,investigating grass-roots tax department civil service job burnout phenomenon,summarizes the problems existing in the current stimulus measures by the tax authorities.This paper is divided into four parts.The first part is the introduction,which mainly introduces the research background and significance,related literature review,research methods and the writing framework of this paper.Civil servants to establish incentives to cut tax system is the importance of job burnout,the paper expounds on the concept of job burnout and incentive system,in view of the job burnout and incentives related research status at home and abroad are summarized,strengthening,fairness,demand level,human capital theory of the big four for expansion of this thesis also made a very good bedding.The second part is the analysis of the current situation of civil servants in the tax bureau of economic development zone.First,the general situation of the tax system in Qujing economic development zone is introduced.The basic situation of the tax system's employees' job burnout is demonstrated through questionnaire survey.The third part analyzes the causes of civil servants' job burnout from the individual level and the organizational level,and puts forward nine causes of job burnout.The fourth part of the open area tax bureau involved in the problems,some specific solutions to the grassroots tax authorities staff burnout.The paper expounds the four principles of making incentive measures,namely,the principle of putting people first,the principle of competition,the principle of combining synchronous incentive and goal.Based on these four principles,the countermeasures to solve job burnout were put forward from the personal and organizational levels.
