Research On Mechanism Of Resident Participation In Urban Community Environment Governance

Because of the rapid development of urbanization, the quality of our life has been greatly improved, but it has brought a series of environmental problems. Facing problems such as global warming and frequent natural disasters, people gradually realize that only rely on the power of the government or market can not fundamentally ease the environmental problems. With the deepening of China’s political system reform and decentralization, the community as a new subject of governance is coming into people’s perspective. For example, the community as a platform and community residents to participate in urban environmental governance practices around the country and it has achieved initial success. In the urban community environmental governance, how to construct a resident participation mechanism has been widely concerned by scholars.Among Current research scholars, scholars from the perspective of urban community governance point of view have study the problem of citizen participation mechanisms, some scholars have studied the multi participation mode of urban environmental governance. But the combination of the two – “Mechanism of Resident Participation in Urban Community Environment Governance”, the research is still relatively small. Therefore, based on the research results of domestic and foreign scholars and analyzed the questionnaire, the problem is put forward and the countermeasures and suggestions to improve the participation mechanism of the residents in the urban community environmental governance are put forward in this paper. This paper is divided into five parts:The first part is an introduction, background and foundation of this writing.The second part is the cornerstone of this article describing the basic concepts and theories related to this article.The third part of this article analyze the special background of community environmental governance and the advantages of resident participation, put forward the logic framework of this paper writing, and construct urban community residents to participate in environmental governance mechanism system from five aspects including precondition--responsibilities distribution mechanism, process conditions-- information communication mechanism, the control--supervision mechanism, dynamic factors--incentive mechanism, and the necessary conditions-- security mechanisms.The fourth section describes the status of residents to participate in the mechanism, and expounds the existing problems and reasons of the residents participation mechanism in the current urban community environmental governance by the questionnaire investigation of the participation of some community residents from five aspects including right and responsibility distribution, information communication, supervision, incentive and guarantee. This paper will discusse from three aspects of government, social organization and individual.The fifth part puts forward the countermeasures and suggestions to improve the participation mechanism of residents in the urban community environmental governance according to the logical framework of this paper and the problems existing in the resident participation mechanism. In terms of power and responsibility allocation mechanism,we should correctly position the role of the government and the community’s neighborhood committee, and define the civil rights of the laws and regulations. In terms of information communication, we should strengthen the government for environmental information and the decision of the public, perfect the interest expression mechanism and the feedback mechanism construction of residents’ participation in community environmental governance, implement multi-channel ways of community residents to participate in environmental governance, improve the system of resident participation, improve the communication system of the government and the community residents’ interests, and establish a community network platform to provide convenient access for the communication of the residents’ information and the expression of interest. In terms of supervision mechanism, we should give full play to the role of social organizations, promote the development of the residents’ self-organization, and improve the normal supervision system. In terms of the incentive mechanism, we should promote the awareness of environmental protection, cultivate the sense of community belonging, and encourage residents to participate in community environmental governance through the system. In the protection mechanism, we should correctly understand the media role of social organizations, and protect the community residents participate in community environmental management decisions and actions through the system.At the end of this paper, the conclusion is discussed and present to improve the multi cooperation participation mechanism of residents in the community environmental governance in which government plays a supporting role, and in which social organizations play a media role, and in which the broad participation of community residents is the main force. The only way to promote the participation of residents to participate in community environmental governance and to form a diversified participation mechanism is the only way for the community environmental management.
