The Study Of The City’s Residents To Participate In Community Governance

Urban community as a basic unit of the society, the management modernization is an important part of national governance modernization, China’s social structure is changing and transforming from one structure in the past to the state, market and society three structure, and the community class and social mobility is changing too, and each community members and organizations all have their desires to participate the community management and express their interests, only by the government to provide public goods, it is hard to coordinate the interest subjects. Residents as the main element in the community, their participation degree is very important impact on community governance, residents know what they want, and convey their demands to the community, so the community can provide more comprehensive services to make up for the lack of government services, Residential participation plays a “supplements” and “relief valve” effect. In addition, the residents can express their opinions, this can promote their civic spirit, develop the construction of democratic politics and promote the construction of spiritual civilization in our country.This article tries to use the governance theory, social capital theory and relevant knowledge to define the related concepts. This paper expounds the problems of our country city community residents participation, in general,there are five aspects: residents participation rate is low, the degree of residents to participate in institutionalization is low, residents’ participation is limited, the level of residents to participate in the organization is low, the participation efficiency of residents is low, etc, we have to combine with various strength to solve these problems, to improve the level of residents’ participation. and then analyzes the current appear residents participate in some of the reasons for not ideal, these causes include both residents of personal factors, such as the residents have not the strong consciousness to participate in, the residents of community identity is weak, also include organizational factors, such as the government do what they should not do, the social organization have developt not perfect and so on, and uses charts and other data to explanation, finally puts forward some countermeasures to improve the level of residents, including congstraint the power of government and residents’ committees, integrate the existing organization’ force, cultivate modern citizens with public spirit, through this, we want to improve the level of urban community residents participation in the management, this is inevitable choice to realize the demands of various stakeholders, and is the inevitable requirement of implementing good governance, then promote the further development of community governance, and better realize management modernization of the country.
