The party’s sixteen, the party’s Third Plenary Session of sixteen clearly support the implementation of the reform of the personnel system, and the cause of the income distribution, and comprehensively promote institutions, in the performance pay system, and points out the basic institutions of the reform of income distribution system, the classified management of institutions, through the pay for performance, the government regulation, improve the enthusiasm of the institutions within the staff, increase the internal institutions and staff motivation, the distribution of the institutions within the scientific outlook on life, and on our country and provide a good human resources guarantee for implementation of the strategy.In this paper, in-depth study of the A units of Shenyang city enterprise salary system based on the A unit, the existing implementation of the wage system problems are deeply analyzed, the countermeasures to improve the reform of performance pay system in public institutions. The main conclusions of this paper are as follows:First, in the current wage system and institutions, many problems exist in the wage structure prominent; the lack of organization performance appraisal; the supernumerary staff performance appraisal is not attention;Second, the new idea based on the classification of public institutions pay for performance in the improved secondary to the. Determine the main based on classification of institutions, clear, for performance evaluation institutions should be targeted, for public welfare institutions performance salary reform as the main body, the scientific adjustment of national finance and local financial allocation for each business unit quantity.Third, the reform of institutions pay for performance system’s fundamental goal is to make the improved, for the broad masses of the people the level of service and quality at the same time, for the different units and different workers to the scope of their responsibilities, clear, and strive to do our own work, provides the high quality service for the masses. In addition, for all kinds of work related job requirements, qualifications and other information collation and analysis, to achieve the rational distribution, integrated, corresponding to the staff’s job description based on the re allocation of jobs. At present, the institution must departments based on circumstance, to establish a scientific and complete job description for the post analysis, so as to meet the requirements of the science fair.
