The use of the method is mostly a case study, which is more than the empirical analysis, micro mechanism and macro level.2011, Yongan city in the province took the lead in rural home care services pilot, explore rural moderate focus on mutual aid pension mode, in recent years has launched a number of focus on solving rural social and public pension services, such as home care service stations and other projects, as the province and even the country to promote rural home care services, advanced experience.This article will use the method of questionnaire survey, literature research and interview method, combined with empirical analysis and normative analysis, micro mechanism research and macro level research, Yongan city as a typical case to explore the current rural home care services, improve the level of home care services, and explore ways to improve the level of rural home care services. In this paper, we have found that there is a contradiction between supply and demand imbalance, service quality is not high and the low identity of the villagers in Yongan City, which is not only the social resources investment is also the result of social psychological conflict of the new urbanization process. I think should uphold the principle of establishing and maintaining the advantages, lack of improvement, improve home care service system for the general idea, to "self-help" the principle of (voluntary, at their own expense, ego) as the basis of the home care service, with the principle of "three help" (self-help, mutual help help) as home pension guidelines for action, to demand oriented, further development ofcommunity, community volunteers, the villagers themselves home care services, potential as future directions for improvement, further improvement of Yongan City rural old-age home service mode.
