Research On The Construction Management Of Beautiful Village In Huating Town, Putian City

China is a big agricultural country that places a special emphasis on agriculture, countryside and farmers. Since the founding of People’s Republic of China, the leaders of China have pointed out that farmers’problems are fundamental for the country and that rural construction is an important way to address issues concerning agriculture, countryside and farmers. Furthermore, the Eighteenth National Congress of the CPC proposed that the quality of people’s lives needs to be improved by promoting ecological progress. In fact, building beautiful countryside is not only a project to promote ecological progress and deepen the construction of new socialist countryside, but also an indispensable part in achieving the goal of building a beautiful China. In 2012, with the theme of "happy home", Putian Municipal Government began to explore the construction of beautiful countryside. Huating town, close to city center, is located in the southwest of Chengxiang District, Putian City. It has a village called Jiankou which is one cf the Putian’s first batch of urbra-rural integration pilot. Its implementation of beautiful countryside has made certain achievements, which sheds some light on the construction of beautiful countryside in similar areas and lays foundation for its further development.The present paper, applying literature research, comparative analysis, questionnaire investigation and interview method, makes a case study on Huating town after taking field trips to "happy home" pilot villages, including Jiankou, Longxing, Yunfeng, Wuyun, Puliu, Wanban, Xixu and Qianhuang, so as to comprehensively learn about the current situation of Huating town in the process of building the beautiful countryside. The paper first illustrates the sustainable development theory, the theory of new socialist countryside and the theory of planning original countryside. With reference to the successful experiences of rural construction at home and abroad, it goes on to analyze the specific situations and the moves which have been taken to build a beautiful countryside in Huating, according to my working experiences and the in-depth results from my investigation. It has been pointed out that the construction of beautiful countryside in Huating has five big problems, such as the inadequate interpretation and implementation of policy, the shortage of fund and talents, the lack of people’s participation and the underdevelopment of the characteristic industry. Finally it’s been proposed that measures be taken from the following six perspectives, including implementing the policy effectively, investing enough fund and supervising its use, recruiting enough talents, promoting farmers’participation, nurturing the characteristic industry and innovating management to optimize the construction of beautiful countryside and offer references to the construction in other areas.
