Since the reform and opening up 30 years ago, China’s economy has been developing quickly, people’s living standards have been improved a lot and the democratic consciousness is increasing day by day. However, the long-term urban-rural dualism structure prevents farmers from enjoying the same resources allocation as the urban residents which further widens the gap of the living level of urban and rural residents and restricts the main role which farmers should play as. In order to break the barriers of urban-rural dualism and to coordinate the development of urban and rural areas, the important thought of "overall urban and rural development" was put forward in the report of 16th CPC National Congress. New rural community, the output of putting the thought into effect, has formed a certain scale in China due to the development of partial experiment and regional promotion. Forming Under a special background, new rural community has become the intersection of various kinds of interests and conflicts. Because of more interest demand of famers and increasing instability factors of rural community, the governance problem has become an important topic of coordinating the development of urban and rural areas. For the innovation of governance system, a legitimate path should be established for famers’ interest demand to allow them to be involved in the decision-making process. The party and the government always attach great importance to the construction of democracy at the grassroots level and are committed to expanding citizens’ effective participation in grassroots self-governance, thus safeguarding the legitimate rights and interests of farmers and gaining a master status in grassroots self-governance. To ensure the harmony and stability of rural community and the effective maintenance of farmers’ rights and interests in the new period, the research on citizen participation problems in the new rural community governance is of great significance.This paper takes the sinicization of Marxist theory of democracy construction at the grassroots level and Marxist theory of people being their own masters of governance as the instruction and governance and good governance theory as reference. In a case study of Wenjiang District in Chengdu City, combining the empirical research and literature research, the paper analyzes the relevant concepts, significance, the current situation and the reasons of citizen participation in the governance of new rural community. It emphasizes innovation of intrinsic motivation mechanism, innovation of external guarantee mechanism and breaking the systematic obstacles to citizen’s participation and then proposes the countermeasures to solve the problems of citizen’s participation in new rural community. The paper consists of 6 chapters including 3 parts, i.e. introduction, content, and conclusion.Chapter 1 discusses the reason and significance of the topic from different angles and summarizes the domestic and overseas research status, including the summary and introduction of research object, research content, the main research methods, important and difficult points and innovation points.Chapter 2 defines the important concepts related with the research and makes an overview of the theory basis supporting the research.Chapter 3 explains the necessity of citizen participation in new rural community governance from some aspects like impact on farmers’ own development, facilitation to economy development in rural community, democratic political construction in the grassroots etc.Chapter 4 summarizes the progress which citizen participation in new rural community has made on the aspects of content and form, participation environment and participation system in a case study of Wenjiang District in Chengdu City.Chapter5 summarizes the causes of citizen participation problems in the new rural community governance in terms of political system, economic development and traditional culture.Chapter 6 discusses the countermeasures of solving citizen participation problems in new rural community in terms of the inner motivation incentive, improving external guarantee mechanism and breaking other systematic barriers.
