| The Fourth Plenary Session of the 19th CPC Central Committee proposed that we must strengthen and innovate social governance,improve the social governance system with Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal protection,and scientific and technological support,and build a social governance community in which everyone is responsible,responsible,and enjoyed.In the report of the 19th National Congress of the Communist Party of China,it is proposed to implement the Rural Revitalization Strategy,strengthen the basic work in rural areas,and improve the rural governance system with the combination of autonomy,rule of law and rule of virtue.Rural social governance is an important part of social governance,and it is the foundation and difficulty of building a national governance system and realizing the modernization of governance capacity.This puts forward new requirements for the improvement of rural governance system in the new era,and citizen participation is the basis of multi governance and the improvement of rural governance system,so the problem of citizen participation has become particularly important.From the perspective of practical needs,since the reform and opening up,the economy and society have been developing continuously,but the imbalance of development between regions and between urban and rural areas,a large number of young adults outflow from rural areas,the phenomenon of rural "shell" and "land waste" is serious,and the problem of citizen participation in rural governance is gradually prominent.Especially in recent years,the Rural Revitalization Strategy continues to push forward in depth,the problem of citizen participation in rural governance is more prominent,and the rural social contradictions caused by citizen participation are increasingly intensified.These problems not only affect the depth of Rural Revitalization Strategy,but also affect the construction progress of rural governance system,which has become an important issue of widespread concern and urgent research from all walks of life.This paper takes the citizens of G community in H town as the research object,and studies the problems of citizen participation in rural governance.It has certain practical significance for improving the implementation plan of rural governance in H Town,avoiding the problems of citizen participation in the process of rural governance in H Town,learning relevant lessons,learning corresponding countermeasures,and improving the quality of citizen participation in rural governance.In the process of research,according to the research idea of "finding problems,analyzing reasons and proposing countermeasures",through questionnaire survey,interview and other methods,and comprehensively using the governance theory,citizen participation theory and citizen participation ladder theory,we can understand the current situation of citizen participation in G community of H Town,find out the problems existing in citizen participation,and analyze the reasons based on the problem orientation,And put forward the countermeasures to enhance citizen participation.With the help of the data of the seventh national census,this paper analyzes the citizens of G community from the two dimensions of age structure and education structure,and finds out the age and education structure of G community citizens;Through the questionnaire survey method,from the four dimensions of familiarity with public affairs,access to information,types of participation in affairs,and ways of democratic discussion,we have a preliminary understanding of the current situation of citizen participation in G community,including the content and effect of citizen participation;From the perspective of participation consciousness,participation concept,participation mode,the development of non-governmental organizations,participation motivation,participation effect,participation influencing factors and other dimensions,this paper conducts a survey and data analysis to preliminarily understand the problems existing in G community citizen participation,and analyzes the reasons according to some questionnaire results;Through the method of interview,we interviewed the director of the village committee,rural citizens and members of the Council to deeply understand the current situation and problems of citizen participation.At the same time,we analyzed the reasons combined with the content of the interview.Based on the results of questionnaire survey and interview records,it is concluded that there are the following problems in citizen participation:first,the way of citizen participation is scattered;second,the motivation of citizen participation is insufficient;third,the effect of citizen participation is poor.Based on the theory,the paper analyzes the problems from the questionnaire results and interview contents,and concludes the following reasons:firstly,the consciousness of citizen participation is not strong;secondly,the ability of citizen participation is limited;thirdly,the idea of citizen is conservative and backward;fourthly,the implementation of villager autonomy system is not in place;fifthly,citizen participation is lack of interest driven;sixthly,the guarantee mechanism of citizen participation is lack.Finally,combined with the reasons,the paper puts forward the countermeasures to enhance citizen participation:the first is to improve the quality of citizen participation;the second is to consolidate and improve the citizen participation system in rural governance;the third is to broaden the channels of citizen participation
