Food safety is related to people’s livelihood, the government at all levels attach great importance and the public also pay great attention on this issue. Over the years, the Chinese government implemented a number of far-reaching policy measures. Publicize, implement and monitored seriously from the central to local government, China’s food safety problems to a certain degree of ease, the overall trend steadily improving. However, significant food safety events occurred frequently in recent years to declare the failure of government supervision mode, which embarrass the government. Supervision of the implementation of the pre-segmented main varieties supervision supplemented by food safety regulatory system, exposing many problems, such as lag adaptation of laws and regulations; overlapping regulatory responsibilities and regulatory gaps exist; difficult to fully implement the regulatory responsibility and decrease the overall administrative efficiency. These problems, forcing the government continues to carry out institutional reforms.In 2013, the Chinese government launched a new round of institutional reform, food safety supervision and management system has been adjusted, which integrated the food safety regulatory function of the State Food and Drug Administration, General Administration of Quality Supervision, State Administration for Industry and Commerce, and established the new State Food and Drug Administration. Which unified supervise the production, distribution, consumption of food safety. Followed by all levels of government have also been corresponding reform, new food safety regulatory structure was established. As a consequence, whether the new food safety regulatory system would be successful; whether the new food safety regulatory system would be helpful to clarify the structure, responsibilities and rights of various departments; whether it would be helpful to clarify the regulatory responsibilities, which will laid a solid foundation to control the whole food chain; whether it would be helpful to transform government functions from a single control to multiple controls i.e. public services, social management and market supervision; whether it will helps to establish a comprehensive unified, professional and efficient food safety supervision and management structure; whether it would be helpful to establish a new pattern of co-regulatory corporate governance, which enrolled the government, society and company. All of questions mentioned above are eager to answer.In this manuscript, we reported a case of food safety supervision and management in Xindu District. We analyzed the food safety supervision work in Xindu and focus on the following issues: how to establish responsibility for food safety supervision mechanism; how to carry out food safety risk prevention; how to strengthen food safety and enforce criminal justice; how to promote food safety social cohabitation patterns. After that we got the following revelation: Firstly, to build accountability mechanisms as a precondition of food safety regulatory functions can overcome the problem of regulatory gaps and overlapping responsibilities; secondly, to prevent food safety risks as the main content can promote food safety regulatory responsibilities; Thirdly, effective convergence of law enforcement and criminal justice as the starting point to overcome the food safety laws and regulations lag; Fourth, to promote the formation of food safety as the direction of social cohabitation patterns can improve overall administrative efficiency. Based on these reasons we believed that the reform of the State Council on Food Security is successful, which has been well implemented in local government, can effectively further promote the reform in accordance with the original intention.
